## Summary

Shropshire Council, working with the Environment Agency, is considering design-and-build works at the northern approach to Frankwell pedestrian bridge beside the Guildhall in Shrewsbury. The project would provide a permanent step-free access ramp and permanent flood defences, with associated foundations, drainage, surfacing, connections to the existing bridge, public-realm interfaces and support for statutory approvals. Two design solutions are being examined: integrated permanent flood defences, potentially with glazed panels, with the ramp landing on the dry side; or a ramp over the existing stepped ramp, landing on the wet side of the existing demountable defences. The works are bridge, pedestrian access and flood-defence construction, and are suitable for small and medium-sized enterprises.

This procurement is at the planning stage and is currently preliminary market engagement, not an invitation to tender. The Council is seeking suppliers’ views to choose between the two options, assess delivery before the flood season beginning in September 2027, support a funding application and shape any later procurement. Written engagement responses are expected by 8 October 2026. Optional accompanied site walk-outs are planned for 21 September, 23 September and 24 September 2026, with advance booking required. The Council’s indicative contract period is 31 August 2027 to 31 March 2028. Suppliers will be asked for an indicative cost band, recommended flood-barrier solution, delivery model and key risks. Progress depends on funding, and the Council is not committed to proceeding.

This will suit civil engineering and specialist construction businesses able to design and build pedestrian access, bridge interfaces and flood-defence infrastructure in a constrained urban setting. Relevant capability includes foundations, drainage, surfacing, public-realm integration and sourcing and installing flood-barrier systems. Suppliers should be able to assess and explain the relative merits of both proposed options, recommend a practical solution and identify delivery risks. Experience of working beside or on existing bridges, managing interfaces with public spaces and delivering works in a conservation area would be useful. The project is likely to require capability to support planning permission and a Flood Risk Activity Permit, and to coordinate statutory approvals. Businesses may propose direct delivery, subcontracting or a wider supply-chain model.

## Notice

Shropshire Council, working with the Environment Agency, is undertaking preliminary market engagement for the supply and installation of permanent flood defences and a step-free access ramp at the northern approach to Frankwell pedestrian bridge, adjacent to the Guildhall, Shrewsbury. Two options are under consideration: Option 1, integrated permanent flood defences including glazed panels, with a step-free ramp landing on the dry side of the defences; and Option 2, a step-free ramp over the existing stepped ramp, landing on the wet side of the existing demountable flood defences. Associated works include foundations, drainage, surfacing, tie-ins to the existing bridge, public realm interfaces and support with statutory approvals, including planning permission in a conservation area and a Flood Risk Activity Permit. The Council wants the market to identify which option is the best solution and whether it can be delivered ahead of the flood season commencing September 2027. Suppliers will be asked which option they recommend and why; whether they can deliver both options; whether they can deliver the proposed solution and also source and install the flood defence barriers, and which barrier solution they would recommend; an indicative cost band for their proposed solution; their delivery model (direct delivery, subcontracting or supply chain); and the key risks they foresee. Project progression is subject to a funding application, which feedback from this engagement will directly support. This notice is not a call for competition and the Council is not committed to proceeding with a procurement. Any subsequent procurement would be advertised on the Find a Tender service.
