## Summary

Transport for London is exploring external support for the Greater London Authority Group’s AI Adoption Programme. The service will help establish a common, responsible approach to AI governance, capability and use across the Greater London Authority, Transport for London, London Fire Brigade, London Legacy Development Corporation, Old Oak and Park Royal Development Corporation, Mayor’s Office for Policing and Crime, Metropolitan Police Service and Oxford Street Development Corporation. The expected scope includes developing London-wide AI principles and embedding them in organisational policies, procurement standards and everyday practice; assessing future AI best practice; designing and delivering tiered training for staff, specialist teams and leaders; supporting AI pilots; and creating an evaluation framework for selecting and scaling successful use cases. This is a business and management consultancy and training service, intended for delivery across the GLA Group in London.

This procurement is at the planning stage and is not an invitation to tender. The GLA Group is carrying out preliminary market engagement through a Request for Information to test its proposed approach and understand delivery options, resourcing, timescales, costs and commercial models. Responses are expected by 11:59pm on 25 September 2026. The buyer expects to use one lot, with an indicative contract period from 4 January to 2 April 2027. The anticipated procedure and procurement method have not been settled. The engagement asks suppliers to comment on programme structure, work packages, cost ranges, resource requirements, delivery timeframes, assumptions and possible fixed-price, daily-rate, capped, milestone-based or blended models. The opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The work will suit consultancies and training providers with demonstrable expertise in responsible AI adoption across complex public-sector or similarly large organisations. Relevant capability includes AI governance and policy development, translating principles into procurement and operational standards, organisational change, workforce transition and practical training design. Suppliers should be able to provide tiered learning for general staff, teams with AI-suitable tasks and senior leaders, covering use cases, prompting, risks, responsibilities, benefits measurement, strategic opportunities and governance. Experience supporting pilots, evaluating use cases and scaling successful adoption across departments or organisations will be important. The buyer is specifically seeking evidence from comparable AI adoption programmes, ideally in the public sector, together with credible approaches to resourcing, programme delivery, commercial models and critical success factors.

Greater London government (the GLA Group) is accelerating AI adoption through a common approach to governance, capability and usage . AI tools are already in use across the GLA group. We are looking to standardise our approach, guidance and governance. Our goal is to create the conditions for a well-governed and responsible adoption at scale The GLA Group is exploring the market for an external partner to work with us to shape our AI Adoption Programme cohesively ahead of delivery, in areas where external expertise would add great value to align our policies and co-design training, to responsibly support AI pilots and scale successful pilots across departments and organisations. The requirement is expected to include: Develop and embed London AI principles in organisational policy: Develop London-specific AI principles common for the entire GLA Group based on the UK Government's AI Playbook. Embed these principles in each organisation's policies, (incl. those which are not AI-specific and in procurement standards) and operationalise these principles in our culture and practice to ensure responsible and innovative AI use. Envision and validate a 'to-be' position on AI best practice ensuring we lead by example on the recommendations in the London AI and Jobs Taskforce report (incl. using our role as an employer and procurer to shape AI adoption and workforce transition in London). Design and deliver a practical tiered training offer: For all staff, on what AI can do well, risks and responsibilities, everyday productivity uses and improving prompting. For specific teams targeted for having tasks apt for simplification from AI, tailored training on role-specific use cases, practical exercises, measuring benefits and feeding back potential projects and pilots. For leadership, organisational changes, strategic opportunities, governance and risk management. Support us in co-designing an operating model for the future of AI Adoption : Co-design an evaluation framework to confirm which opportunities to pilot and which successful use cases to scale within and across organisations

### Planning Information

The GLA Group is carrying out preliminary market engagement to understand how external expertise could best support the delivery of its AI Adoption Programme. The purpose of this engagement is to test the proposed approach and better understand the market, including potential delivery options, resourcing, timescales, costs and commercial models.
Interested suppliers should review and provide responses to the Request for Information (RFI) questions detailed below:

How would you structure the programme and your resources to deliver the asks on policy and training to ready the GLA Group for further AI adoption?
Scope of work:
What skills or expertise do you have in this area which you consider crucial to deliver success?
Please describe comparable, ideally public sector, AI adoption programmes you have delivered and the scale of those programmes.
Planning for success:
Please provide indicative cost ranges, resourcing, timeframes and other assumptions for delivering the programme outcomes described, including alternative commercial models such as fixed price, daily rate, capped, milestone-based and blended approaches.
Is there anything we should do ahead of the commencement date to ensure success?
Are there elements which you recommend delivering together, or are there elements which you think should be delivered as separate work packages?
What critical success factors distinguish successful AI adoption programmes from unsuccessful ones?
