## Summary

BlueLight Commercial Limited is procuring a national framework for emergency services fleet management systems delivered as software as a service. Suppliers must hold ISO 27001 information-security certification or an accepted equivalent, such as a national variant or ISAE 3402. Financial capacity will be assessed through the Supplier Financial Risk Assessment, covering turnover, operating margin, cash flow and debt, interest cover, liquidity and group exposure. Strong product demonstrations and evidence of social value delivery will also be important, alongside the ability to manage complex switching and assurance requirements.
