## Summary

The Borough of Telford & Wrekin commissioned older people’s residential and nursing care for an individual requiring a care-home placement. The service covers accommodation and day-to-day support, including personal care, medication, meal and drink provision, laundry, heating and lighting, and access to communal areas such as lounges, dining rooms and gardens. Each resident is to have sole use of a bedroom with an en-suite or suitable shared bathroom, together with a bed, armchair and storage. The placement is intended to meet the individual’s care and support requirements, with location a significant consideration in meeting their wishes. The work is a social care service, classified under CPV 85300000, delivered in the Telford and Wrekin area. The buyer is the Borough of Telford & Wrekin.

This procurement has completed and the contract was selected through a direct award to Bristol Care Homes Limited, an SME. The buyer recorded the requirement as outside its standard frameworks and justified the award through individual user choice under the Care Act 2014, following consultation with the individual and authorised representatives. The procurement is under the light-touch regime and comprises one completed lot, marked as suitable for SMEs. The recorded award value is £583,968 gross, including any applicable taxes, in GBP. The award period runs from 24 September 2026 to 24 September 2026, with signature scheduled for 24 September 2026. The arrangement is described as a continuous contract with rolling terms, ending when all individual placements made under it have ended.

This requirement is relevant to care-home operators able to provide residential and nursing support for older people, including personal care, medication support, meals, laundry, accommodation and assistance with daily living. A credible provider needs suitable bedrooms and bathroom facilities, safe communal areas, domestic services, heating, lighting and food provision, alongside staff able to deliver person-centred care. The award rationale shows that individual choice, consultation with the person and authorised representatives, location and affordability can determine provider selection where standard frameworks do not meet the need. Providers competing for similar future placements should therefore be able to demonstrate an appropriate local setting, capacity to accommodate individual preferences, and the quality and flexibility needed for a complete care-home placement rather than isolated support services.

### Procurement Information

This contract is to cover an identified requirement for an individual requiring care and support outside of our standard frameworks, where our frameworks are unable to meet the need. Decisions to place with this organisation have been made in line with the Care Act 2014 requirements, allowing for choice around the individuals care. After consultation with the individual and authorised representatives around the choice of their care, taking into account factors such as location of the care and financial aspects, it was determined that to deliver the wishes of the individual that only one particular provider is able to accommodate all of the above. The user choice justification would therefore apply to this contract.
