## Summary

City of Bradford Metropolitan District Council is developing integrated welfare advice services for residents across the Bradford District who face financial hardship or welfare-related challenges. The intended support covers welfare benefits, debt, housing and wider advice and support needs, with an emphasis on accessible, inclusive and high-quality provision. The potential commissioning model has three service areas: Welfare Advice Services; Community Welfare Connect Services; and Welfare Advice Network Support and Training Services. This is a community and social support services requirement, including advice delivery, connection and referral activity, network development and provider training. The procurement is at the planning stage and the Council is conducting preliminary market engagement rather than inviting tenders. A supplier engagement event is planned for 21 September 2026, and the Council expects a subsequent notice on 26 October 2026. The anticipated contract period is 1 April 2027 to 31 March 2030. The estimated value is £9.6 million excluding VAT, or £11.52 million including VAT. The Council is considering a three-lot model covering welfare advice, Community Welfare Connect, and network support and training. Engagement will seek views on service design, lotting, lead-provider and partnership models, mobilisation, delivery capacity and innovation, to inform the specification and future route to market.

This will suit organisations experienced in delivering welfare and community advice, particularly support on benefits, debt, housing and related practical needs. Providers should be able to offer inclusive, accessible services to residents experiencing financial hardship and work across an integrated support model. Relevant strengths include community outreach and connection, assessment and referral, partnership working, service mobilisation and the ability to build or participate in local advice networks. Organisations with capacity to deliver training and network support may be well placed for the third service area. The Council has identified small and medium-sized enterprises and voluntary, community and social enterprises as suitable participants. Providers can prepare by considering lead-provider, partnership and innovation models.
