## Summary

National Highways Limited is planning a long-term through-life support service for its Stopped Vehicle Detection (SVD) service across England’s Strategic Road Network. The work covers approximately 27 operational SVD schemes across six regions, supporting All Lane Running motorway sections through the provision and maintenance of SVD technology and associated operational systems. This procurement is at the planning stage: National Highways has announced its intention to procure, but this process does not invite tenders. The estimated contract value is £37.8 million excluding VAT, or £45.36 million including VAT. The anticipated contract period is from 1 September 2027 to 1 September 2036. Experience coordinating work across multiple regions and with Regional Operations Centres would be useful, as would the capacity to support motorway infrastructure and service continuity. Suppliers with traffic monitoring, intelligent transport systems, roadside technology, systems integration or specialist maintenance expertise should monitor the procurement and prepare evidence of comparable delivery. National Highways has indicated that the planned lot is suitable for small and medium-sized enterprises and voluntary, community or social enterprises, creating scope for specialist firms and delivery partners when the procurement reaches market.
