Awards were made on 2 September 2026: PHX Training received Teaching Assistants (£264,000) and Early Years (£264,000); Blackburn with Darwen Council for Voluntary Service received Early Help (£212,400); Community Links Training & Enterprise received Telecoms/Fibre Engineering (£513,000) and Civil Engineering & Groundworks (£599,000); SB Skills Solutions received Plant Operator CPCS/NPORS (£688,000); Burnley College and Hybrid Technical Services jointly received multi-skills Trades (£888,500); Burnley College received AI Business Integration (£215,000); and Transport Training Academy received HGV Novice to CAT C (£840,000). Each contract starts on 14 September 2026 and ends on 30 September 2027, with possible extensions to 30 September 2029 subject to performance, grant funding and employer demand.

This award demonstrates sustained council demand for specialist, employer-linked vocational training delivered across Lancashire. Relevant competitors would need a place on the adult skills framework and the capability to design and deliver bootcamps in a defined occupational area, such as education, early help, telecoms, civil engineering, plant operation, construction trades, artificial intelligence or HGV driving. Credible providers would need access to suitably qualified trainers, appropriate facilities and equipment, and the capacity to recruit and support adult learners at programme scale. Strong employer relationships are important because learners must receive a guaranteed interview and the programme targets hard-to-recruit roles. Providers should also be able to evidence quality performance through KPIs and demonstrate demand-led delivery aligned with local skills shortages.

## Notice

The Authority has conducted a procurement using a mini competition procedure from the Lancashire Combined County Authority (LCCA) Open Framework for Training Services for Adults Reference: DN796031. This Mini Competition sought proposals to deliver Lancashire Skills Bootcamps that address local skills shortages and support employers to fill hard-to-recruit vacancies. The programme aims to help Lancashire residents gain the skills and confidence needed to progress into better employment. All eligible learners must receive a guaranteed interview. Tenderers were invited to submit a Tender for any or all of the Mini Competitions under the Framework Lots where they hold a place on the LCCA Adult Skills Framework. The Mini Competition was seeking Tenders for the following five Lots under the LCCA Adult Skills Framework: * Lot 2A - Health, Public Services and Care * Lot 2B - Engineering & Manufacturing * Lot 2C - Construction & the Build Environment areas * Lot 2D - Digital Technology * Lot 2E - Transport and Logistics Each Framework Lot within this Mini Competition contained one or more sub-Lots, for which separate Mini Competitions could have been be submitted.
