## Summary

Peterborough City Council is planning a framework of suppliers to repair and maintain its domestic and corporate solar photovoltaic estate. The work covers fault response and ongoing maintenance of solar PV systems, with issues usually identified through the Council’s remote alerts system or reported by residents. The estate includes solar assets of different sizes installed on homes and corporate premises, supporting the Council’s net zero target and income from feed-in tariffs. The systems are located across England, so suppliers will need to operate nationally. The procurement is for works in the solar energy and solar panel roof-covering sectors. The Council is reviewing its existing arrangements and is consulting solar maintenance contractors to help shape the future specification. The opportunity is identified as suitable for small and medium-sized enterprises.

This procurement is at the planning stage and is not yet an invitation to tender. Peterborough City Council is running a soft market test to understand supplier capability and develop the specification for a framework agreement. Suppliers are expected to respond through the Council’s electronic procurement portal by 25 September 2026. The Council expects to issue the tender to the open market on 26 October 2026. The planned contract period is from 1 April 2027 to 31 March 2035. The estimated value is £1.5 million excluding VAT, or £1.8 million including VAT. There is one planned lot covering the solar estate repair and maintenance services. The procurement is classified as works and is above the relevant threshold. The Council has not yet set out final tender evaluation criteria.

This will suit solar PV maintenance contractors able to provide responsive fault investigation, repair and planned maintenance across England. Relevant suppliers are likely to have experience maintaining domestic and commercial photovoltaic installations of varied capacities, working with remote monitoring and alert systems, and coordinating access through residents or corporate site representatives. Capability across roof-mounted systems and associated solar equipment will be important, as will the capacity to manage geographically dispersed assets and respond when faults are identified. Contractors with established field engineering teams, suitable health and safety arrangements, and experience delivering maintenance under a framework should prepare for the tender. The Council is using the soft market test to understand these capabilities and to shape its requirements, giving specialist suppliers an opportunity to inform the future specification before competition begins.

## Notice

Peterborough City Council (PCC) owns 7653 domestic solar PV assets of differing sizes (between 0.75 and 4 kWp [9.75, 9.8 and 20.3 kWp in Boston]) and a further 64 corporate solar PV assets of differing sizes (between 6 and 200 kWp), all contributing to the Council's net zero target and to its ongoing maintenance needs via FiT. The solar PV systems are located across England and are remotely monitored and managed by the Council. With the support of the Provider, we aim to maintain the solar PV assets when an issue arises, usually identified by our alerts system, sometimes identified by the resident. The Council is reviewing its current repair and maintenance arrangements with a view to creating a framework of suppliers to deliver these services, and is inviting solar maintenance contractors to review the Soft Market Test and respond.
