## Summary

Caledonian Maritime Assets Ltd is procuring civil engineering consultancy services for the Ardrossan Harbour Redevelopment Project. The appointed supplier provides Designer and Principal Designer services under the CDM 2015 Regulations. The scope covers design development; marine and civil engineering consultancy; management of surveys and investigations; stakeholder engagement; business case support; and design support during construction. The work is delivered in Ardrossan. This is a single requirement covering the full redevelopment design and consultancy service rather than separate specialist packages. The buying organisation is a harbour authority and asset owner, so the opportunity is relevant to firms with experience of complex harbour, marine infrastructure or major civil engineering redevelopment projects, including the design-management and statutory responsibilities associated with construction work.

The procurement has been awarded and the tender is complete. Wallace Stone LLP was selected for the single lot, following a further competition under Lot 7 of the Scotland Excel Engineering and Technical Consultancy Framework Agreement. The route was a limited procedure without prior publication of a call for competition, using a capability and capacity assessment before invitations were issued to suitable framework suppliers. Tenders were evaluated against the published award criteria and weightings, with Wallace Stone achieving the highest overall score. The contract was signed on 9 September 2026 and is valued at £1,445,104. The procurement concerns services within the Utilities Contracts (Scotland) Regulations 2016 context, delivered through a framework established under the Public Contracts (Scotland) Regulations 2015. The contract is active.

For a future requirement of this type, credible suppliers will need combined marine and civil engineering consultancy capability, with the depth to lead design development and act as Designer and Principal Designer under CDM 2015. Relevant experience should include harbour or other marine infrastructure redevelopment, surveys and investigations, stakeholder engagement, business-case development and supporting design through construction. The requirement also favours organisations able to demonstrate sufficient capacity for a substantial, integrated assignment rather than a narrow design commission. Experience of working within public-sector frameworks and responding to further competitions would be commercially relevant, as would the ability to evidence capability and capacity clearly at selection stage. Firms should be able to coordinate technical, regulatory and stakeholder requirements across a complex redevelopment programme.

### Procurement Information

CMAL intends to award a contract for Designer and Principal Designer services in connection with the Ardrossan Harbour Redevelopment Project following a further competition conducted under Lot 7 of the Scotland Excel Engineering and Technical Consultancy Framework Agreement (Ref. 1025). A capability and capacity assessment was undertaken across suppliers appointed to the relevant Framework lot. Suppliers assessed as capable of delivering the requirement were invited to participate in a further competition through PCS-Tender. Tenders were evaluated in accordance with the published award criteria and weightings, and Wallace Stone achieved the highest overall score and has been identified as the preferred bidder. CMAL is procuring these services in connection with activities that fall within the scope of the Utilities Contracts (Scotland) Regulations 2016 ("UCR"). The Scotland Excel Framework was established under the Public Contracts (Scotland) Regulations 2015 ("PCR"). CMAL has obtained legal advice regarding the use of the Framework for this requirement. CMAL considers that: - CMAL is entitled to access and use the Framework as an authorised user; - the services required fall within the scope of the Framework and the relevant lot; - the Framework was established through a transparent and competitive procurement process; and - the further competition has provided a fair and competitive opportunity to capable Framework suppliers. CMAL acknowledges that use of a Framework established under PCR for a requirement falling within UCR may give rise to an arguable technical procurement risk. However, having regard to the competitive process used to establish the Framework, CMAL's entitlement to use it, the scope alignment of the services, and the competitive further competition undertaken, CMAL considers there to be a reasonable and proportionate basis for proceeding with the proposed award. CMAL is therefore publishing this VEAT notice in the interests of transparency and intends to conclude the contract following expiry of a voluntary standstill period, provided no successful challenge is received.
