## Summary

The Police and Crime Commissioner for Surrey procured the ECINS Phoenix referral solution for victim services across Surrey. The requirement is a referral management module for the Pan-Surrey ECINS system, integrated with the ECINS case-management application and including a Niche import tool. It is software for managing victim-service referrals and associated case information, classified as a database and operating software package. Delivery covers Surrey locations represented by Guildford, East Surrey and West Surrey areas. The procurement supports continuation of an embedded system already used by the police and crime commissioner, rather than a new standalone implementation. The selected supplier is N.S.E.P. Community Interest Company, based in Lowestoft.

The procurement is complete and the contract was awarded to N.S.E.P. Community Interest Company. It used a below-threshold direct award without competition, outside the G-Cloud 14 framework; the stated rationale was continuation of an embedded system that the buyer was unable to move away from, with savings achieved through the direct award. The award covered one lot. The contract was signed on 14 August 2026 and runs from 15 August 2026 to 14 August 2030, with one optional 12-month extension to 14 August 2031. Its value is £75,870.30 excluding VAT and £91,044.36 including VAT. The contract is active, and the award date is recorded as 14 August 2026.

This procurement demonstrates established demand from Surrey’s policing and victim-services environment for an integrated referral and case-management platform, rather than a generic database product. Suppliers targeting a future requirement would need a credible victim-services referral module, reliable integration with ECINS case management, and a practical Niche import capability. They would also need to support continuity of an embedded operational system, preserve existing data and workflows, and demonstrate that their solution can serve activity across Surrey. The route used here shows that continuity, technical compatibility and value for money were central commercial considerations. Relevant competitors are therefore likely to be specialist public-sector case-management or referral-software providers with integration capability, implementation understanding and capacity to support a county-wide service.

## Notice

Pan-Surrey ECINS Victim Services referral management module with ECINS case management API integration and Niche import tool. This is a continuation of an imbedded system of which we are currently unable to move away from. The terms of the contract match that which could have been achieved under Gcloud 14 framework however savings were achieved by putting in a below threshold direct award outside of the framework.
