## Summary

Sheffield City Council is commissioning supported housing and housing-related support services in Sheffield for people experiencing homelessness or at risk of homelessness. The three lots cover: accommodation and support for single men, including people sleeping rough or at risk of repeat homelessness; safe, dispersed, single-occupancy accommodation for single people whose needs are not met by existing provision; and accommodation and intensive support for people experiencing repeated homelessness, severe multiple disadvantage and high housing-related support needs. Services should promote safety, stability, independence, access to wider support and successful move-on into settled housing. Delivery will use a flexible mix of dispersed and scheme-based accommodation and forms part of Sheffield’s homelessness pathway, reducing reliance on larger hostel-based provision.

This opportunity suits organisations able to provide supported accommodation alongside flexible, trauma-informed, strengths-based and inclusive housing support. Relevant providers will need to help people obtain and sustain accommodation, manage complex or high support needs, build independence, access wider services and move into settled housing. Lot 1 particularly suits providers experienced with single men who are homeless, sleeping rough or at risk of repeat homelessness. Lot 2 requires safe, dispersed, single-occupancy accommodation for people whose needs do not fit existing schemes. Lot 3 suits providers with experience of severe multiple disadvantage, repeated homelessness, stabilisation and intensive housing-related support. All three lots are identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.
