## Summary

The University of Dundee is procuring software for high-throughput experimentation in drug discovery. The requirement is a cloud-based design platform accessed through a secure web interface, supporting scalable chemistry workflows and reducing infrastructure overhead. It will integrate with a University of Dundee-hosted virtual machine for secure data exchange and computational workflows. The wider purpose is to support multi-parameter optimisation of chemical reactions, small-scale synthesis of multiple compounds using plate chemistry, and Direct-to-Biology testing of non-purified mixtures, helping to accelerate the Design, Make, Test and Analyse cycle. The service includes vendor-provided maintenance and updates, while server-side installation will be managed by the university’s data management and computational chemistry teams, with network provisioning support. Delivery is in Dundee.

The procurement reached tender: the buyer invited offers through an open procedure. Responses may be submitted electronically or in writing, in English, with variants not allowed. The tender submission deadline is 16 October 2026 at 12:00; bids are to be opened at that time. The evaluation period starts at the deadline, and bids must remain valid until 16 April 2027 at 23:59. The contract duration is 1,440 days. The tender-level estimated value is £210,000, while the single lot is published with an estimated value of £750,000. The award basis for the lot is quality at 60% and price at 40%. The opportunity is covered by the Government Procurement Agreement, and the procurement is not stated to recur or include renewal or options.

This opportunity suits software suppliers with experience delivering cloud-based platforms for high-throughput experimentation, chemical design, drug discovery or research data management. Strong candidates will be able to provide a secure web interface, integrate with a university-hosted virtual machine, support secure data exchange and computational workflows, and maintain and update the platform throughout the contract. Suppliers should be able to work with data management and computational chemistry teams and coordinate with network-provisioning specialists. The requirement also favours providers able to support workflows involving multi-parameter reaction optimisation, plate-based synthesis and Direct-to-Biology testing. Bidders must provide the names and professional qualifications of staff assigned to the work, so an appropriately qualified delivery and support team is important. The quality weighting makes technical capability central to the competition.

## Notice

HTE is a field of chemistry that expanded exponentially in the past five years, and most pharmaceutical companies are currently using it in their workflows. This methodology allows multi-parameter optimisation of chemical reactions but also synthesis of multiple compounds (96 to 384) on a small-scale using plate chemistry. Combined with the implementation of Direct-to-Biology (D2B) approaches, which involves the direct testing of non-purified mixtures, biological data is obtained faster. The combination of these methods greatly improves the Design, Make, Test, and Analyse (DMTA) cycle.

### Lot Information

Lot 1

The option is a cloud-based design platform, accessible via a secure web interface, offering enhanced scalability and reduced infrastructure overhead. The solution will integrate with a University of Dundee-hosted virtual machine to enable secure data exchange and computational workflows. Installation of server-side components will be managed by the DDU Data Management and Computational Chemistry teams, with network provisioning supported by DTS. Ongoing maintenance and updates will be provided by the vendor.
