## Summary

The Construction Industry Training Board (CITB) is exploring an AI-enabled product and assessment development solution for its Training & Assessment programme. The intended service would use artificial intelligence to improve the efficiency, quality, consistency and scalability of developing products and assessments. The requirement may include AI-enabled products, assessment development services, delivery models, implementation support and consultancy. Relevant work spans software programming, systems and technical consultancy, systems consultancy, and technical training. The service is expected to support CITB’s activities in the UK, with the buyer based in Peterborough. This is a service requirement rather than a supply of physical goods or construction works, and the eventual specification will be shaped through engagement with suppliers before procurement begins.

This procurement is at the planning stage and is not yet an invitation to tender. Suppliers will also be asked to draft 10 multiple-choice questions for CITB to review; these will not be used to evaluate tenders or award a contract. The planned contract period is 4 January to 31 December 2027. The published value is £0 gross in GBP, and one lot is currently planned.

The engagement will suit suppliers that combine artificial intelligence capability with product development, assessment design and technical consultancy. Businesses with relevant software, systems consultancy or training expertise can help CITB understand practical products and services, implementation options and delivery models. Strong candidates are likely to be able to explain how their approach would improve the efficiency, quality, consistency and scalability of product and assessment development, and how it could operate within a training and assessment environment. Suppliers should be prepared to offer practical advice and guidance rather than a bid at this stage. The requested exercise involving 10 multiple-choice questions means assessment-content development experience will be useful, although CITB states that the exercise is for market understanding and will not form part of a tender evaluation.

### Planning Information

Premarket engagement will be used to help CITB understand the market capability available for AI-enabled products and assessment development solutions before finalising the specification and procurement approach.
Interested suppliers are invited to present information, advice and guidance on applicable and appropriate products, services, delivery models, implementation considerations and consultancy support that could help CITB develop a robust requirement. Suppliers will also be asked to draft 10 multiple choice questions as specified in Appendix A. These questions will be reviewed by CITB to assess the effectiveness of the proposed supplier approach, it is not a tender evaluation exercise and will not be used to award a contract. 
CITB will use the information gathered to support development of a clear specification for procurement of a defined set of products and services.
