## Summary

National Grid UK Limited is procuring a framework for comprehensive traffic management and traffic control services, including the hire of traffic-light systems. The work covers the supply, delivery, installation and collection of traffic-management equipment, together with plant, products, design and associated services for safe working in road-traffic situations. Services are required across five geographical areas: Wales and the North West of England; the North East of England; the South West of England; the South East of England; and the West and East Midlands. The framework supports National Grid Electricity Distribution and National Grid Electricity Transmission activities. Suppliers must provide coverage across the relevant area and operate in accordance with UK street-works, traffic-management, permitting and road-safety requirements.

The procurement has reached tender: National Grid invited suppliers to express interest and, following qualification, selected suppliers will be invited to tender through Ariba. It uses a selective, accelerated competitive flexible procedure with multiple stages: initial tender, evaluation, negotiation and final tender. Expressions of interest were due by 6 October 2026 at 23:59. The contract period is 2 January 2027 to 31 December 2031, with an optional extension to 31 December 2034. The estimated value is £8.4 million excluding VAT (£10.08 million including VAT). It is a closed framework with awards made either through direct allocation or reopened competition. Lot values excluding VAT are £1.9 million, £400,000, £1.9 million, £800,000 and £3.4 million respectively. Evaluation is 60% technical and 40% commercial, with price assessed mathematically and terms and conditions subject to pass/fail.

This opportunity suits established traffic-management contractors able to deliver a dependable, geographically extensive service for a major utility. Suppliers need sufficient people, equipment and operational capacity to provide a 24-hour, 365-day response and attend site within two hours of notification. Relevant capability includes traffic control, traffic monitoring, traffic-light hire, temporary traffic-management design, installation and collection, and the provision of plant and products. Staff must be legally qualified to support street-works legislation. Delivery must comply with the New Roads and Street Works Act 1991, Traffic Management Act 2004, Traffic Signs Manual Chapter 8, the Safety at Street Works and Road Works Code of Practice, permit schemes, HAUC advice and ARTSM Edition 1.1. Technical expertise, systems, relevant experience and organisational capability carry more weight than commercial scoring.
