## Summary

Liverpool School of Tropical Medicine is buying advanced Organ-on-Chip technologies for infectious disease research at its AIR-HC facility. The requirement may include models incorporating tonsillar, lung and liver tissues, with preference for multi-organ platforms that support physiologically relevant communication between organs. The procurement covers laboratory equipment and testing instruments, including supply, delivery, installation and commissioning. Suppliers may also need to provide design adaptation, packaging, shipping, user training, technical documentation, maintenance, servicing and upgrade pathways. The systems will support academic research and commercial activities delivered through the facility. Solutions must be suitable for a Containment Level 3 and Schedule 5 pathogens laboratory, compatible with automation and robotic workflows, and able to operate within high-containment laboratory constraints in the United Kingdom.

The procurement has reached tender: the buyer invited offers through an open procedure. Suppliers could submit enquiries until 1 October 2026 at 23:59, and bids were due by 6 October 2026 at 17:00. Electronic submission was allowed in English through the Delta eSourcing platform. The contract is scheduled to run from 3 November 2026 to 17 December 2027, with the award decision due by 3 November 2026 at 23:59. The estimated value is £235,000 excluding VAT, or £282,000 including VAT. There is one lot. Bids are evaluated on price, weighted at 60%, and quality, weighted at 40%. The procurement is above the applicable threshold.

This opportunity suits suppliers of advanced Organ-on-Chip, multi-organ-on-chip, laboratory automation or specialist high-containment research technologies. Strong candidates will be able to supply, install and commission a complete system, adapt its design where necessary, and provide training and technical documentation. The requirement favours compact, scalable and future-proof platforms that can integrate with robotic workflows, support increased throughput and expand over time. Relevant experience includes developing physiologically relevant tissue models, particularly involving tonsillar, lung or liver tissue, and operating technology in infectious disease research or other Containment Level 3 environments. Suppliers should also be able to support ongoing maintenance, servicing, upgrades, packaging and delivery, while ensuring dependable operation within the spatial and biosafety constraints of an automated high-containment laboratory.

## Notice

LSTM and iiCON are now seeking to procure advanced Organ-on-Chip (OoC) technologies for integration into the AIR-HC facility. The technologies sought may include, but are not limited to, models incorporating tonsillar, lung and liver tissues, with preference for multi-organ-on-chip (MOoC) platforms capable of physiologically relevant inter-organ communication. The purpose of this project is to Supply Organ on Chip technology for infectious disease research at Containment level 3 / schedule 5 pathogens biosafety laboratory. The scope of this tender includes the supply, delivery, installation and commissioning of the proposed system(s), together with any required design adaptation, packaging and shipping, user training, technical documentation, and ongoing maintenance, servicing and upgrade pathways necessary to ensure sustained cutting-edge performance within a CL3 automated environment. The procured technology will support both internal academic research programmes and commercial activities delivered through iiCON and the AIR-HC facility. Accordingly, LSTM seeks scalable, automation-compatible, and future-proof platforms suitable for integration into robotic workflows and capable of operating within the spatial and biosafety constraints of a high-containment laboratory. Solutions offering multi-organ capability within a compact footprint, and those designed to support expansion and increased throughput over time, will be particularly advantageous.

### Planning Information

Informal preliminary market engagement was undertaken by relevant LSTM stakeholders through discussions with suppliers regarding available Organ-on-Chip technologies and potential solutions. The engagement was exploratory in nature and was undertaken prior to Procurement's involvement. No formal procurement exercise or supplier selection process formed part of this engagement.
