        "title": "Transportation and Processing of Dry Mixed Recycling",
        "description": "The Council requires a contractor to provide the collection, haulage, sorting, processing and onward marketing/reprocessing of approximately 18,500 tonnes of Dry Mixed Recycling (DMR) per annum, collected from approximately 160,000 residential properties through the Council's kerbside recycling service. Annual tonnage is expected to increase towards approximately 20,000 tonnes per annum. The DMR will be supplied by the Council at Federation Road Transfer Station, Burslem, Stoke-on-Trent, ST6 4HU, or an alternative Council-nominated location within North Staffordshire where required. The Contractor must provide sufficient haulage capacity to collect the material, currently approximately three loaded trailers per day, Monday to Thursday, with additional capacity to manage seasonal and Christmas peaks. The Contractor must provide and maintain the required empty trailer capacity at the Council's nominated delivery point. The Contractor must transport the DMR to a suitably licensed and permitted processing facility, where it must be sorted and processed into recyclable material streams suitable for onward sale and reprocessing. The resulting Sorted Output Materials (SOM) must be transported to suitably licensed merchants, reprocessors or other approved end destinations. Non-recyclable materials, contamination and process residues must be managed in accordance with the waste hierarchy, with the service designed to maximise diversion from landfill. Energy from Waste should be used for contaminants and process residues where practicable. The Contractor must provide suitable licensed and permitted processing facilities, contingency arrangements, certified weighing facilities and full traceability of the DMR from collection through processing to its final destination. The service must include monthly reporting of tonnage, material composition, contamination, processing destinations and weighbridge information, together with waste composition analysis. The service must be delivered in compliance with all applicable waste, environmental and permitting legislation, including the Waste (England and Wales) Regulations 2011, Environmental Protection Act 1990 and Environmental Permitting Regulations 2010. Any alternative processing or contingency arrangements required to maintain service continuity must be provided at no additional cost to the Council. Summary: What is required: collection, haulage, sorting, processing and marketing/reprocessing of DMR. Amount: approximately 18,500 tonnes per year, increasing towards 20,000 tonnes. Where/how supplied by the Council: Federation Road Transfer Station, with an alternative North Staffordshire location if required. How the contractor must supply the service: approximately 3 loaded trailers per day, Monday-Thursday, sufficient trailer capacity, processing at licensed facilities, sorting into recyclable streams and onward delivery to licensed end destinations. How non-recyclables are dealt with: waste hierarchy, maximum landfill diversion and EfW where practicable. Key delivery requirements: licensed facilities, contingency, weighing, traceability and reporting",

        "procurementMethodDetails": "Direct award",
        "procurementMethodRationale": "The Council considers a direct award to MATIQ Group Ltd to be justified under the Procurement Act 2023 on the grounds of extreme and unavoidable urgency arising from unforeseeable circumstances. The voluntary liquidation of the incumbent contractor and the loss of its principal processing facility created an immediate risk to the continuity of the Council's statutory recycling service, which could not reasonably have been foreseen and which does not allow sufficient time to conduct a competitive procurement exercise. MATIQ Group Ltd (appointed by the previous provider) has already demonstrated the necessary capacity, capability and compliance through existing contingency arrangements. An 18-month term is proposed as a proportionate interim arrangement to safeguard continuity of a statutory waste collection service while the Council undertakes the necessary market assessment, governance and procurement activity for the longer-term solution, and allows greater clarity to emerge regarding the wider strategic environment in which those longer-term arrangements will operate. The period provides a realistic and controlled timeframe to develop the future procurement strategy, complete the required approvals and allow sufficient time for any subsequent provider to mobilise effectively. This approach balances the immediate statutory service requirement with the Council's obligation to achieve a robust, competitive and sustainable longer-term procurement outcome.",
