## Summary

Tees Valley Combined Authority commissioned a community energy partnership enabling mapping tool. The service is intended to identify community energy groups and their activities, making them more visible and viable as delivery partners. It covers the North East and Yorkshire, with delivery spanning areas across the North East and Yorkshire regions. This is a services requirement focused on research, development and related consultancy, rather than construction, equipment supply or routine operational support. The work would suit organisations able to design and maintain a practical mapping resource while understanding the community energy sector, its local delivery partners and the public-sector context in which those partnerships operate. The buyer is a sub-central public authority based in Darlington.

The procurement is complete and the contract was awarded to Energy Saving Trust Enterprises Limited on 14 August 2026. It used a below-threshold procedure, recorded as method unknown. The single lot is complete. The contract is active, signed on 11 September 2026, and runs from 14 September 2026 to 31 March 2027. Its value is £27,000 excluding VAT, or £32,400 including VAT. The requirement was below the relevant threshold. The authority stated that contract modifications may be made for specified circumstances or known risks, including difficulty engaging community energy groups or local authorities, uneven engagement across the large geography, and procurement or contract delays that shorten delivery time. The selected supplier is an SME and voluntary, community or social enterprise.

This award indicates demand for specialist community energy mapping and partnership-enablement work from Tees Valley Combined Authority. A credible future supplier would need to combine research and consultancy capability with practical experience of identifying community energy organisations, documenting their activities and presenting that information in a usable mapping tool. Strong engagement skills would be important, particularly the ability to work with community energy groups and local authorities across a wide geographical area. Suppliers should also be able to support capacity building and produce outputs that help public bodies find viable delivery partners. Experience coordinating engagement across the North East and Yorkshire, managing uneven participation and maintaining useful, evidence-based information would strengthen a competing proposition when this requirement is next considered.
