The work will handle household recyclables collected at the council’s Waste Transfer Station at Warley Depot, Brentwood, before they are transferred to re-processors in separate material streams. The materials are paper and cardboard, cans and plastics, and mixed glass. Paper and cardboard are currently collected loose from reusable sacks; cans and plastics are also collected loose, while glass is collected separately from boxes. Collections take place on alternate weeks. The service is classified as refuse and waste-related services. Suppliers should be prepared to demonstrate practical arrangements for handling paper and cardboard, cans and plastics, and mixed glass, including reliable onward re-processing through appropriate facilities or partners. The scale requires capacity for substantial annual tonnages: 2,307 tonnes of paper and cardboard, 808 tonnes of cans and plastics, and 1,592 tonnes of mixed glass were collected in 2025/26. Businesses with experience of kerbside-collected recyclable materials, alternate-week collection flows and public-sector service requirements should use the engagement stage to shape the future specification. The council identifies the lot as suitable for SMEs and VCSEs. ## Notice The Authority requires Material Re-Processing Services for Dry Recycling and engaged the market earlier this year to receive feedback on various aspects of this opportunity under UK2 notice 2026/S 000-067223 (ocds-h6vhtk-05d5be). The authority now requires additional information to gain further understanding of the current market and review their contract options. The Authority has its own Waste Transfer Station, located at Warley Depot, Brentwood, CM13 3BH.
