## Summary

Inverclyde Council is commissioning alcohol and drugs recovery services to support the Inverclyde Alcohol and Drug Partnership Strategy 2024–2029 and help individuals, families and communities live healthier lives free from alcohol and drug-related harm. This is a public health and rehabilitation services requirement, delivered in Inverclyde. Lot 1 covers a Recovery Hub, Recovery Outreach Hubs and assertive in-reach and outreach, with recovery community development, engagement, harm reduction, social inclusion and peer-led support. Lot 2 covers early intervention, recovery support and relapse prevention, including structured psychosocial interventions, recovery planning, rehabilitation support, resilience-building and family reunification activity. Both lots require partnership working, trauma-informed practice, service outcomes and reporting, Fair Work First and community benefits.

The procurement has reached tender: Inverclyde Council invited offers through an open procedure, with bids submitted electronically in English. This suits specialist addiction, recovery, social care, community health and rehabilitation providers able to deliver person-centred services at scale, either independently or through an appropriate partnership. Bidders must provide two comparable service examples from the past three years for each lot bid for. Lot 1 requires experience of recovery hubs, community outreach, assertive engagement and treatment or recovery support; Lot 2 requires early intervention, recovery programmes and relapse-prevention work. The service manager needs a relevant SCQF Level 7 qualification or at least two years’ demonstrable management experience in addiction, recovery, mental health, homelessness or social care. Financial checks, audited turnover, insurance cover, quality, health and safety and environmental management arrangements are required.
