## Summary

Wolverhampton City Council has procured an occupational physiotherapy and musculoskeletal absence management service for around 4,400 Council employees. The service covers remote and face-to-face assessment, treatment, rehabilitation, urgent fast-track appointments, workplace assessments, workplace advice, wellbeing initiatives and virtual physiotherapy support. Its purpose is to improve employee health, reduce sickness absence and support timely return to work. The Council manages the service and pays the invoices. Other public sector organisations with service-level agreements may also use it, including schools, academies and tenant management organisations in Wolverhampton. The work is delivered for employees in Wolverhampton and supports the Council’s Occupational Health, employee assistance and wider workforce wellbeing services. The procurement is classified as physiotherapy services.

The procurement is complete and awarded to NJB Physiotherapy Limited; the associated contract is active and was signed on 2 September 2026. The intended service period runs from 1 October 2026 to 30 September 2031, including an optional two-year extension period. The approximate lifetime contract value is £310,000 excluding VAT. Wolverhampton City Council used Direct Award Process C under the Health Care Services (Provider Selection Regime) Regulations 2023, an award procedure without prior publication of a call for competition. The assessment weighted Quality and Innovation at 25%, Value at 25%, Integration, Collaboration and Service Sustainability at 20%, Improving Access, Reducing Health Inequalities and Facilitating Choice at 20%, and Social Value at 10%; price carried no weighting. One bid was recorded.

This procurement indicates demand for a provider able to deliver a complete occupational physiotherapy service rather than isolated clinical appointments. Credible competitors would need capability in musculoskeletal assessment, treatment and rehabilitation, including both remote and face-to-face delivery, urgent access and virtual support. Experience of workplace assessments, occupational health advice, early intervention and helping employees return to work would be important. The selected service also needs to work effectively with human resources teams, managers and employees, and integrate with occupational health, employee assistance and wider wellbeing services. Evidence of positive employee outcomes, service quality, continuous improvement, reliable contract performance and value for money would strengthen a future response. Providers should also be able to support multiple public-sector organisations under one Council-managed arrangement, with sufficient capacity to serve Council employees and participating schools, academies and tenant management organisations across Wolverhampton.
