## Summary

The London Borough of Tower Hamlets is commissioning voluntary and community sector coordinator services to support its children and young people’s strategy. The provider will coordinate and strengthen the Council’s partnership with voluntary, community and wider third-sector organisations, particularly organisations working with children, young people and families. The service is intended to develop stronger, more engaged and sustainable partnerships, drawing on the sector’s experience in responding to local needs and improving outcomes for families. It covers health and social work services and will be delivered in Tower Hamlets, with partnership activity extending to organisations within the borough and beyond. The opportunity is therefore suited to organisations that understand the voluntary and community sector and can support strategic coordination across children’s and family services.

The process reached tender: the Council invited offers through a below-threshold open competition. Enquiries had to be submitted by 28 September 2026 at 13:00, and tenders by 6 October 2026 at 12:00. Electronic submission was allowed through the London Tenders portal, using project reference DN824203. The initial contract period runs from 1 November 2026 to 31 October 2028, with two possible 12-month extensions, giving a maximum end date of 31 October 2030. The estimated value is £204,019 excluding VAT, or £244,822.80 including VAT. Quality accounts for 60% of evaluation, price for 30% and social value for 10%. Participation is reserved for SMEs and voluntary, community or social enterprises established with substantive business operations in Tower Hamlets.

This opportunity suits a locally established voluntary, community or social enterprise, or another SME with a genuine operational presence and substantive business operations in Tower Hamlets. Eligible suppliers must be able to evidence staffed premises, a delivery base or another active local operating presence, and should be prepared for that evidence to be checked. The strongest fit is likely to be an organisation with experience coordinating voluntary and community sector partners, building sustainable cross-sector relationships and supporting services for children, young people and families. It should understand local community needs, engage a broad range of organisations and translate sector expertise into strategic support for the Council. Because quality carries most of the evaluation weighting, practical delivery capability, partnership management and relevant experience will be central to a competitive bid.

## Notice

London Borough of Tower Hamlets is committed to developing a thriving Voluntary and Community Sector (VCS) sector to assist with shaping its strategic vision and supporting the delivery of key priorities for children, young people and families. The local VCS sector is a valuable partner, and the Council invests significantly in developing and commissioning via the VCS a broad range of services to support children, young people and families that live or have links to the borough. To support the delivery of the children and young people's strategy, the Council is seeking a Provider that can ensure the continued delivery of the VCS Coordinator Service. The Service will play a key enabling role in ensuring the Council's continued partnership work with voluntary and community sector organisations and the wider third sector, within the borough and beyond, with a specific focus on those organisations who work in the children and young people's sector. The overall aim behind the Service is to develop stronger, more engaged and sustainable partnerships with a wider range of partners, drawing on the extensive experience and expertise that voluntary and community sector organisations have in responding to the needs, and enriching the lives, of children, young people and families in Tower Hamlets.
