## Summary

Peterborough City Council commissioned perinatal mental health support services for families in Peterborough. The service provides preventative and early-intervention community support for mothers and fathers during the perinatal period, complementing statutory and NHS provision rather than replacing clinical care. It includes the six-session Connecting Mums programme, the eight-week Mums Matter course for mothers experiencing postnatal depression, anxiety or related difficulties, and the fortnightly Mindful Mums peer-support group. It also covers culturally adapted support for Muslim mothers, including Muslim Project Worker facilitation, and Dads Matter group sessions and check-ins, including evening and weekend provision. Delivery centres on group discussions, practical wellbeing activities, peer support, relaxation, mindfulness, self-care, coping strategies and building social connections. The service is classified as community health services and is delivered in the United Kingdom.

The procurement has been completed and the contract was awarded directly without competition as a below-threshold light-touch service. One lot was awarded to Cambridgeshire, Peterborough and South Lincolnshire (CPSL) Mind Ltd. The award is active and the contract is active. The contract was signed on 28 March 2026, with a service period from 1 April 2026 to 31 March 2027. Its value is £68,381 excluding VAT and £82,057 including VAT. The award date is not recorded in the available procurement information. Evaluation was not conducted through a competitive tender because the council used a direct award below the applicable threshold. The contract covers the full perinatal mental health support requirement, including community group sessions, peer networks, culturally responsive support and support for fathers outside usual working hours.

This procurement indicates demand from Peterborough City Council for specialist community-based perinatal wellbeing provision delivered outside clinical pathways. A credible future competitor would need experience supporting parents affected by postnatal depression, anxiety, isolation and related mental health challenges, with the ability to combine facilitated group work, peer support and early intervention. Relevant capability includes designing or delivering structured programmes, using evidence-based approaches such as cognitive behavioural techniques and mindfulness, and creating safe, supportive environments informed by lived experience. Providers would need to engage mothers and fathers, offer practical coping and self-care support, and deliver sessions at varied times, including evenings and weekends. Cultural competence is important, particularly the ability to co-produce and deliver support reflecting Muslim women’s religious and cultural contexts through appropriately skilled staff.

## Notice

Connecting Mums Programme Overview: The Connecting Mums programme consists of six carefully designed sessions, each focusing on key themes to support mothers in enhancing their mental health, building social connections, and developing coping strategies. Each session combines group discussions, practical activities, and relaxation techniques to address specific challenges faced by new mothers while creating a supportive and safe environment. Mums Matter Programme Overview : Mums Matter is an 8-week course designed to support mothers experiencing very poor mental health - postnatal depression (PND), anxiety, and related mental health challenges. It offers practical tools, peer support, and a safe environment for mothers to address their wellbeing. Each session is built on input from women with lived experiences and incorporates evidence-based practices such as cognitive behavioural therapy (CBT) techniques, mindfulness, and self-care strategies. Mindful Mums Peer Support Group: Mindful Mums is an informal drop in peer space to allow mums to connect with each other, build friendships and learn how to manage either wellbeing in every day life. The group runs on a fortnightly basis through out the year. Muslim Mums Support in Peterborough: Co-produced, this course supports Muslim women facing challenges including anxiety, postnatal depression, and isolation. It provides a safe environment for women to connect and discuss unique issues. Facilitated by Muslim Project Workers, the course follows the structure of Connecting Mums, however in addition, also incorporates cultural and religious contexts, weekly "Asma of the week," and Quranic discussions. Topics include family dynamics, expectations, and intergenerational differences. Dads Support in Peterborough: Sessions to support fathers' mental health and wellbeing including out of usual working hours such as evenings and weekends. This would be group support through our co designed 'Dads Matter' workshop and check ins. The service is primarily delivered through community-based group sessions and peer support activities designed to promote wellbeing, reduce isolation, and build resilience amongst parents during the perinatal period. The programme provides preventative and early intervention support, including facilitated group discussions, wellbeing activities, and peer networks, with participation not dependent on individuals being under a clinical mental health pathway. The service is intended to complement existing statutory and NHS provision through community-based support, peer connection, and wellbeing interventions, rather than replacing or replicating clinical healthcare services.
