## Summary

Pioneer Educational Trust is procuring a five-year managed ICT service for its schools and Head Office. The requirement covers day-to-day management of ICT under an agreed service level, a service desk operating 51 weeks a year with out-of-hours access, and locally based staff working on site for 51 weeks. The supplier will provide strategic ICT advice, design and manage infrastructure, supply technology and related services, oversee third parties, monitor and patch systems, report performance, maintain technical and operational records, and deliver digital skills and curriculum training. The process includes PSQ submission and evaluation, shortlisting, an invitation to tender, moderated evaluation, presentations, and final moderation and decision. Expressions of interest were due by 25 September 2026 at 12:00, and enquiries closed on 21 September 2026 at 23:59. Submissions are made by email in line with the PSQ instructions, in English. The contract is scheduled to run from 21 December 2026 to 20 December 2031. Its estimated value is £6,000,000 excluding VAT, or £7,200,000 including VAT. Quality accounts for 70% of the evaluation and price for 30%. The award decision is due by 9 November 2026. There is one lot, suitable for SMEs.

This opportunity suits an established managed service provider able to take end-to-end responsibility for ICT across a multi-school education trust. Relevant capability includes operating a dependable service desk, providing on-site support, managing networks, infrastructure, communications, security and software, and coordinating third-party suppliers. Bidders should be able to deliver strategic advice as well as practical support, including monitoring, patching, documentation, inventory management, risk registers and regular performance reporting. The Trust expects a partner that can support innovation, digital skills and curriculum training, and deliver connectivity, security and wider technology change projects when required. Suppliers need sufficient local staffing and operational capacity to provide service for 51 weeks a year, including out-of-hours access. Experience of education environments and managing service-level commitments would be directly relevant. TUPE is expected from the current supplier, so bidders should be prepared to assess and manage an incumbent workforce transfer.

## Notice

The Trust is taking the opportunity to go to the market to identify the best innovative and forward-looking partner to support them in the delivery and development of their ICT provision over the next five years. This procurement includes (but may not be limited to) the items listed below. * A core managed service, management of all ICT against an agreed SLA * A Service Desk, available 51 weeks a year including out of hours access * Local staffing which suppliers deem necessary to deliver the service and meet the SLA requirements - 51 weeks onsite in Schools and Head Office * Strategic advice and direction to the Trust regarding ICT * Responsibility for design, specification, installation, and management of all ICT infrastructure * Supply of goods and services based on an agreed Best Value approach * Management of 3rd parties where relevant to the ICT support * Relevant monitoring, management, patching * Regular performance reporting * CPD and training - digital skills and curriculum as necessary * There is an expectation that the provider will support and/or drive innovation * Maintain technical documentation * Maintain operational documentation, for example inventory management and risk registers * Collective partnership targets aligned to the Trust objectives * In school support for the integration and upgrade of the connectivity, communications and security infrastructure as required * Suppliers may be required to deliver a range of technology and change management projects in addition to the providing the core managed service.
