## Summary

West Yorkshire Fire and Rescue Authority is planning to procure employee health cover services for West Yorkshire Fire and Rescue Service, which employs approximately 1,500 people. The requirement combines two elements: a healthcare cash plan allowing employees to reclaim routine healthcare costs, including prescriptions, dental and optical treatment, consultations, diagnostics and scans; and private medical insurance covering eligible consultations, diagnostics and surgery through accredited private hospitals. The health and wellbeing offer is also expected to include 24/7 GP access, counselling, wellbeing support, cancer risk assessment and screening, and neurodiversity assessment and support. The service will support the Authority’s workforce across its West Yorkshire operations. This procurement is at the planning stage and is a preliminary market engagement exercise, not a call for competition. The Authority expects to issue the tender around November 2026, with the contract expected to run from 1 February 2027 to 1 February 2030. It may be renewed through two further one-year extensions, giving a maximum duration to 1 February 2032. The estimated cost for the full contract term is between £150,000 and £200,000, with a stated estimated value of £160,000 excluding tax and £200,000 including tax. Suppliers were invited to submit expressions of interest by 28 September 2026 at midday. The tender route has not yet been determined. One lot is planned, and the Authority intends to continue discussing requirements with suppliers before competition.

The requirement is likely to suit health insurers, employee benefits providers, healthcare cash-plan operators and organisations able to combine insurance with preventative and wellbeing services. Relevant capability includes administering employee reimbursement claims, arranging access to private hospitals and clinical services, managing consultations, diagnostic testing and surgery, and providing nationwide or suitably broad support for a workforce of around 1,500 people. Providers should be able to offer or coordinate 24/7 GP services, counselling, cancer screening, neurodiversity support and other wellbeing benefits alongside core cover. The planned lot is identified as suitable for small and medium-sized enterprises, so specialist providers and capable partnerships may be well placed. Businesses preparing should consider their delivery capacity, service demonstration, framework position and ability to support the full contract term.

## Notice

The West Yorkshire Fire and Rescue Service (WYFRS) is inviting expressions of interest for an upcoming tender for Health cover Services. As the fourth-largest Fire and Rescue Service in the UK, WYFRS serves over 2.2 million people across 800 square miles, providing emergency coverage 24 hours a day, every day of the year. WYFRS employees approx. 1500 staff. At this time, WYFRS is looking to assess the market's interest and its appetite to bid for and deliver this upcoming contract. A high-level overview of the key requirements is outlined below, although full details will be provided in the tender opportunity. 1. Cash Plan A healthcare cash plan that enables employees to reclaim the cost of routine healthcare expenses, including but not limited to: Prescription charges Dental treatment costs Optical expenses, including eye tests and corrective eyewear Specialist consultations and diagnostic services Diagnostic scanning services, including MRI, CT and PET scans In addition, the cash plan should provide access to a range of wellbeing and preventative health benefits, such as: 24/7 GP services Counselling and wellbeing support Cancer risk assessments and screening services Neurodiversity assessment and support services 2. Private Medical Insurance (PMI) A private medical insurance provision that enables employees to access eligible consultations, diagnostics and surgical procedures through accredited private hospitals. This should support timely access to treatment and reduce waiting times for covered medical conditions compared to the NHS. The tender is expected to be issued approximately November 26. The contract term will last a minimum of 3 years, with options to extend for +1 + 1 year periods, bringing the total duration to a maximum of 5 years total. The estimated costs for the full contract term is expected to be between PS150,000.00 and PS200,000.00.
