## Summary

Historic England is commissioning research into air and vapour control layers (AVCLs) retrospectively installed in English buildings of traditional construction. The work will examine a selection of building case studies and report on the findings, including positive and negative consequences of the installations. Its purpose is to improve knowledge and inform future guidance on the suitability of fitting modern technologies into traditionally constructed buildings, following an earlier literature review. This is a services requirement covering structural engineering consultancy, research and research consultancy. The work is for Historic England, a central government public authority, and concerns traditionally constructed buildings in England. The commission will suit organisations able to investigate building retrofit case studies and produce clear evidence-based findings relevant to conservation and technical guidance.

The process has reached tender: Historic England invited offers through a below-threshold open competition. Bids may be submitted electronically. The deadline for enquiries was 5 October 2026 at 9:30am, and the tender submission deadline is 12 October 2026 at 9:30am. The contract is scheduled to run from 2 November 2026 to 15 March 2027. It is divided into one lot. The published total estimated value is £15,000 excluding VAT, or £18,000 including VAT. The lot value is also published as 15,000 AED, with 18,000 AED including VAT. Evaluation is based on price weighted at 40% and quality weighted at 60%. The work is a services procurement and the tender is below the relevant threshold.

This opportunity suits a specialist research consultancy, structural engineering practice or multidisciplinary building-performance team with experience examining retrofit in traditionally constructed or historic buildings. Strong candidates will be able to identify and assess relevant AVCL installations, select and interpret case studies, investigate the consequences of installation, and distinguish positive outcomes from defects, risks or unintended effects. The requirement also favours suppliers able to combine practical building knowledge with robust research methods, evidence review and concise technical reporting. Experience translating research findings into guidance for professionals working with traditional construction would be directly relevant. Organisations with capability across conservation, building physics, moisture or retrofit assessment may be well placed where that expertise supports the required case-study investigation and report.

## Notice

Historic England is looking to support research which will inform guidance on the suitability of retrospectively fitting modern technologies into English buildings of traditional construction. Following the publication of an earlier literature review, this project aims to help fill the gaps in current knowledge by offering insight into traditionally constructed buildings which have been retrofitted with AVCLs (Air and Vapour Control Layers). The project will review a selection of case studies and report on the findings, including any positive or negative consequences, of the installations. Full details can be found in the invitation to tender.
