### Planning Information

Ceredigion County Council undertook two periods of preliminary market engagement in relation to the proposed Mobile Coverage and Capacity Project. The first phase took place between September 2024 and November 2024, followed by a second phase between February 2026 and April 2026.
The engagement was undertaken to inform the Authority's requirements, delivery approach and procurement strategy. No supplier was selected, shortlisted or provided with any commitment regarding a future procurement opportunity as a result of participating.
Feedback received from mobile network operators, neutral-host providers and telecommunications infrastructure suppliers indicated market interest in the project and highlighted a range of potential delivery approaches. Responses suggested that, in some locations, enhancing existing infrastructure may provide a more proportionate and sustainable solution than developing entirely new sites.
The outcomes of both engagement phases have informed the Authority's developing approach; however, they have not determined the final specification, procurement procedure, award criteria or any future supplier.
All eligible organisations will be able to participate in any future procurement. Relevant non-confidential information and key findings from the market engagement activities will be shared with all prospective tenderers through the procurement documentation to ensure a fair, transparent and competitive process.
