## Summary

Synchronicity Care Limited is procuring a managed fleet of 22 courier vehicles for its 24-hour, 365-day operation across the North-east of England. The fleet comprises five 3.5-tonne Luton multi-drop vehicles with tail lifts, plus 17 small and medium electric and internal-combustion vehicles. They will transport supplies, post, medical equipment, pathology samples, linen, sterile-services equipment and maintenance materials between hospitals, health centres, GP surgeries and other sites. The requirement is for vehicle hire together with comprehensive servicing and maintenance. The supplier must provide customised livery, tax-exempt NHS vehicle discs, replacement tyres, fluids, lubricants, wipers and windscreens, and maintain both vehicles and tail-lift equipment. Driver training, relief vehicles and breakdown and puncture assistance are also required.

The procurement has reached tender: Synchronicity Care Limited invited offers through an open procedure, with electronic submission via the Atamis portal. Enquiries were due by 16 October 2026 at 18:00, and tenders by 23 October 2026 at 18:00. The award decision was due by 23 November 2026. The single lot covers a contract from 1 August 2027 to 31 July 2030, with two optional 12-month extensions and a maximum end date of 31 July 2032. Its estimated value is £510,341.52 excluding VAT, or £612,409.82 including VAT. Price carries 50% of the evaluation, with quality covering contract delivery at 16%, social value at 14%, contract management at 10%, continuous improvement at 5% and innovation at 5%.

This opportunity suits vehicle-hire, fleet-management and commercial-vehicle maintenance providers able to support NHS courier operations across multiple sites. Suppliers need capacity to provide five tail-lift-equipped Luton vehicles and 17 smaller electric or internal-combustion vehicles, together with a reliable replacement fleet when vehicles are being serviced or cannot be repaired. The service model requires full planned and reactive maintenance, statutory and preventative inspections, and tail-lift compliance with the Lifting Operations and Lifting Equipment Regulations 1998. Providers must offer 24-hour breakdown recovery, a dedicated contact number, roadside response within one hour and replacement or recovery within two hours where repair is impossible. Mobile puncture repair within two hours, driver training, customised vehicle livery and NHS vehicle-tax arrangements are also required.
