## Summary

The London Borough of Merton is preparing a major town-centre regeneration programme in Morden and is seeking market input on a future development or investment partner. The work covers three sites: Abbotsbury Triangle, the Civic Centre and Kenley Road Car Park. The planned programme includes more than 1,500 mixed-tenure homes, including new and replacement affordable housing, alongside a new Civic Hub, improved retail, leisure and commercial space, and extensive public realm improvements. The intended partner would help assemble and unlock the sites and deliver a comprehensive, long-term regeneration scheme. The procurement is for works, with delivery centred on Morden Town Centre and the surrounding development sites. The council is seeking lasting economic, social and environmental value from the programme.

This procurement is at the planning stage and is currently a preliminary market engagement exercise, not a call for competition or an invitation to tender. The council intends to use the engagement to test and refine the strategic vision for Morden, land assembly, affordable housing, the future procurement process, commercial arrangements and the partner appointment model. It expects the engagement activity to take place by 25 September 2026, including possible meetings with some or all respondents, and may limit participation. The planned contract period is indicative, running from 10 January 2028 to 11 January 2038. The procurement is structured around the three identified regeneration sites, treated as one planned lot. The council expects engagement findings to inform later tender documentation.

This will suit established property developers, investment partners and development consortia with the financial strength, strategic reach and delivery capacity to support a complex, long-term town-centre regeneration programme. Relevant experience is likely to include bringing forward multiple urban sites, land assembly, residential development at substantial scale, affordable and mixed-tenure housing, civic or community facilities, and retail, leisure or commercial uses. Suppliers able to work collaboratively with a local authority, shape viable commercial arrangements and manage delivery over a long period should be well placed to contribute. Experience of integrating public realm, environmental and social outcomes into regeneration schemes will be important. The engagement is intended to help the market influence the future model, so businesses with practical views on procurement, risk allocation and appointment arrangements should prepare to participate when approached.

## Notice

The London Borough of Merton (the "Council") is conducting a Preliminary Market Engagement ("PME") exercise, to inform the planned procurement of a Development Partner for three sites within Morden Town Centre: * Abbotsbury Triangle * The Civic Centre * Kenley Road Car Park The programme envisages the delivery of a comprehensive regeneration programme that will transform Morden into a thriving mixed-use destination, comprising in excess of 1,500 mixed-tenure homes (including new and replacement affordable housing), a new Civic Hub, enhanced retail, leisure and commercial space, and extensive public realm improvements. The Council is seeking a long-term development partner to help unlock Morden's significant growth potential and deliver lasting economic, social and environmental value. The purpose of this PME is to share detail and, where relevant, seek feedback on: * The strategic proposition and vision for Morden Town Centre; * Land assembly approach; * Approach to affordable housing; * Procurement process; and * Commercial arrangements and appointment. This PME notice is not a call for competition.

### Planning Information

The London Borough of Merton intends to engage with potential suppliers, who have both the experience and capability commensurate with the scale and nature of this opportunity, and reserves the right to limit the number of participants. This may involve meeting with some or all respondents to this notice. The Council anticipates that it will outline the high-level findings from this PME process and how these have informed the development of the procurement process in the tender documentation (while maintaining confidentiality for all parties).
This activity is focussed on the market, rather than the merits of individual suppliers. It includes no element of supplier selection or bid evaluation. There is no commitment of any kind inferred by either party.
