## Summary

South East Water Limited is planning a successor framework for network maintenance services and network capital works across the South East of England. The anticipated scope covers water-main renewals and strategic mains, repair and maintenance of the water supply network, and network installation for developers. Work is intended to support customer service and outcomes, regulatory targets, Outcome Delivery Incentives, leakage reduction and Price Control Deliverables. Relevant activities include water-main refurbishment, pipelaying, construction of water and sewage pipelines, water-distribution pipeline works and water-meter repair and maintenance. The procurement is categorised as services and is being developed under the utilities regime. It is intended to replace South East Water’s existing Network Maintenance and Capital Works Framework Agreement.

This procurement is at the planning stage and is currently an early market engagement exercise, not an invitation to tender or a commitment to procure. South East Water expects to use a framework agreement, with the final scope, lotting structure, delivery model and commercial arrangements to be informed by market feedback. The buyer expects to hold a supplier webinar on 1 October 2026 from 2pm to 3pm and issue a questionnaire about capability, capacity, market appetite, commercial preferences and innovation. The anticipated contract period is 1 April 2028 to 31 March 2038, a possible 10-year term. Estimated annual spend is £110 million to £135 million. The estimated total value is £1.35 billion excluding VAT and £1.62 billion including VAT.

The engagement will suit contractors and service providers with substantial experience maintaining and expanding treated-water distribution networks. Relevant preparation should include capability in water-main renewal, strategic mains, network repair and maintenance, developer connections, pipelaying, pipeline construction, water-main refurbishment and water-meter maintenance. Suppliers should be able to demonstrate the operational capacity to support a large, long-term programme and deliver safely across the South East of England. The buyer is seeking views on efficient delivery models, innovation, collaboration and customer outcomes, so businesses with evidence of improving leakage performance, meeting regulatory targets, supporting Outcome Delivery Incentives or delivering Price Control Deliverables should prepare relevant examples. Participation is intended to help shape the future framework rather than secure work at this stage.

## Notice

South East Water is issuing UK2: Preliminary market engagement notice to initiate market engagement for the successor(s) to our existing Network Maintenance and Capital Works Framework Agreement, which is due to expire on 31st March 2028. The purpose is to: Inform the market of our upcoming procurement -Gather industry feedback on current market capabilities and commercial models. -Gauge interest in working with South East Water in the future -Seek views on potential delivery and lotting models to inform the final design, lotting structure and scope of the replacement framework. - Identify opportunities for efficiencies, innovation and collaboration. Anticipated scope of the framework will include: Network Mains Renewals and Strategic Mains Repair and maintenance of the water supply network Network Installation for developer With a clear focus on excellent customer experience and outcomes and aligned with regulatory targets, Outcome Delivery Incentives, leakage and Price Control Deliverables. The intended programme will run during the remainder of AMP8, AMP 9 with the potential to run into AMP10 with an estimated annual spend of between PS110m to PS135m per annum Suppliers with relevant experience and capability are invited to express interest and participate in early market discussions. This notice does not constitute a call for competition, a commitment to procure, or a commitment to enter into any contractual arrangement. Information gathered through this engagement will be used solely to inform South East Water's procurement strategy and future sourcing decisions. Contract dates (estimated) 1 April 2028 to 31 March 2038 10 years We are considering a longer contract period in order to provide suppliers with a long term commitment and better values to customers.
