The requirement also favours providers with experience of securing or administering funding agreements, transparent fee structures and open-book management. Bidders must hold, or commit to obtaining before award, employer’s liability insurance of £10 million, public liability insurance of £10 million, professional indemnity insurance of £5 million and cyber-security cover of £250,000. ## Notice

The overall objectives of the Cosy Homes in Lancashire Scheme are to: Improve the energy efficiency, thermal comfort and over-heating of Lancashire homes. Address health inequalities exacerbated by living in cold damp homes and help tackle excess winter deaths. Reduce energy bills and maximise household income Engage with Private Rented Sector Landlords to improve the energy efficiency of homes for tenants. Reduce carbon emissions from the domestic sector. To support the take up of low carbon and renewable energy technologies in the domestic sector. To attract as much funding as possible to Lancashire. Build a network of trusted local installers, suppliers and manufacturers. Provide a fully comprehensive energy efficiency advice service to Lancashire residents and sign-post to external agencies where applicable. Promote retrofit advice, surveys and co-ordination for relevant schemes including the 'Willing to Pay' sector and where necessary provide quotes to that sector. The cost of providing this Service will be met by any fees generated from funding agreements and any management fees included within funding secured. It is however important there is cost transparency, Open Book Management is detail within the Terms and Conditions.
