## Summary

The Foreign, Commonwealth and Development Office intends to procure Syria Education Programme III, a technical assistance service supporting the Syrian Ministry of Education’s reform agenda. The programme will provide expert advice, capacity building and support for policy and process improvements, working closely with government officials. Its priorities include strengthening education data systems, improving safeguarding and raising teaching quality, with a demand-led element to respond to emerging needs. The overall aim is to strengthen Syria’s education system and improve foundational learning outcomes for primary school children. Work will be delivered in Syria and falls within foreign economic-aid-related services and education and training services.

This procurement is at the planning stage; it is an intention to procure, not an invitation to tender. The buyer expects to use a competitive flexible procedure for one planned lot, with the opportunity described as suitable for SMEs and voluntary, community or social enterprises. The estimated value is £16 million including tax. The anticipated contract period is 1 September 2027 to 31 August 2032, with a possible extension to 31 August 2034 and renewal rights. The buyer expects the next notice on 1 February 2027. An early market engagement event is planned for 14 October 2027 to explain the opportunity and gather supplier feedback; the information remains indicative and the buyer may decide not to proceed.

The work will suit organisations experienced in international development, education-sector reform and technical assistance, particularly those able to work directly with government ministries in complex and changing political environments. Relevant capability is likely to include advising on education policy and processes, building institutional capacity, strengthening education data systems, safeguarding, teaching quality and foundational learning. Suppliers should be prepared to provide adaptable, demand-led support rather than a fixed delivery model, and to collaborate closely with ministry officials and other stakeholders. The stated suitability for SMEs and voluntary, community or social enterprises indicates that specialist organisations, consortia and delivery partners may be well placed to prepare. Interested suppliers should use the early engagement to understand priorities and shape the emerging requirement.

## Notice

The approach is intended to be responsive and adaptable to the evolving political context, focusing on key priorities identified by the Ministry, such as strengthening data systems, enhancing safeguarding, and improving teaching quality. A demand-led element will also be required. Ultimately, SEP III is designed to strengthen the education system and improve foundational learning outcomes for primary school children across Syria, with technical assistance delivered in close partnership with government stakeholders.
