The works will cover internal refurbishment, fit-out, workplace transformation, adaptive reuse, estate modernisation and occupier-led improvement projects. This is a construction and refurbishment framework, including building construction, installation and overhaul works. It is intended to provide a compliant route for public sector organisations to procure projects from both local and national contractors. The framework will operate across the whole of the UK, with work delivered at public sector workplaces and other existing estate locations. Pagabo Limited is managing the procurement on behalf of Red Kite Learning Trust. This procurement is at the planning stage: the buyer has announced its intention to establish the framework, but has not yet invited tenders. A four-year framework is proposed, running from 27 April 2027 to 26 April 2031, with no extension option stated. The estimated total value is £460,000,000 including VAT. Pagabo expects to launch the tender in Q4 2026, with a future notice date of 7 December 2026. Preliminary market engagement is planned through a webinar on 23 September 2026, and feedback is being sought through an online survey with the same date as its deadline. The procurement is expected to use a framework agreement and comprises one planned lot. The lot is identified as suitable for SMEs and voluntary, community or social enterprises. The planned framework is likely to suit building contractors, refurbishment specialists, fit-out companies, building services installers and firms delivering workplace transformation or estate modernisation. Relevant experience may include adapting existing buildings, reusing space, upgrading interiors, improving occupier environments and delivering refurbishment projects for public sector or other estate owners. Both local and national contractors are being considered, so the requirement may suit businesses able to deliver at a regional level as well as larger organisations with broader geographic coverage. SMEs and voluntary, community or social enterprises are expressly considered suitable. Suppliers should use the market-engagement period to understand the proposed procurement pipeline, register interest for updates and provide evidence of the capabilities, delivery model and geographic coverage they could offer when the tender is launched. ## Notice Pagabo Ltd on behalf of Red Kite Learning Trust intend to establish the first version of the National Refit Framework for Workplace & Interior Transformation 2027. This national Framework will cover a more specific scope of Workplace and Interior Transformation within existing estates and will encompass but not limited to, internal refurbishment, fit-out, workplace transformation, adaptive reuse, estate modernisation and occupier-led improvement projects within the UK for the whole of the Public Sector. The Framework will aim to provide the public sector with a Procurement Act 2023 (PA23) compliant procurement vehicle that enables the Public Sector to procure works from local, as well as national Contractors. It is proposed that the term of this Framework will be for a period of 4 years from May 2027, with no option to extend.
