## Summary

St Helens Council is recommissioning its Integrated Wellbeing Service, a public health prevention service for residents across the borough. The service brings six areas of delivery together under one arrangement and is classified as health services (CPV 85100000). The work will be delivered in St Helens. The council is considering whether the future provision should be delivered as one integrated service, through an overarching contract divided into service areas, or through separate contracts. It is also testing whether providers would prefer to deliver the whole service, a single area, or work in partnership. The scope includes existing grant-funded provision and may include additional time-limited grant-funded elements, subject to continuation decisions.

This procurement is at the planning stage: St Helens Council has stated an intention to procure but has not invited tenders. The council is carrying out soft market testing under the Provider Selection Regime to understand market interest and inform the eventual structure. The current arrangement is expected to end on 30 June 2027, with the replacement service expected to start on 1 July 2027. The indicative annual value is £1,914,962, funded through the Public Health Grant and potentially additional time-limited grant funding. The council expects the next notice to be published on 30 October 2026. The final value, scope, contract structure and use of lots remain subject to confirmation.

The service is likely to suit organisations with experience delivering public health prevention or integrated wellbeing services for residents. The council is explicitly seeking views from NHS bodies, private providers, social enterprises, and voluntary, community, faith and social enterprise organisations. Smaller or specialist providers may be relevant because the future arrangement could allow organisations to deliver one service area rather than the whole provision. Providers that can combine complementary capabilities through a partnership may also be well placed if the council chooses an integrated contract or a wider arrangement with separate service areas. At this stage, suppliers should prepare to explain which parts of the service they could deliver, whether they could cover the full model, and which partnership or contracting structure would support effective delivery.

## Notice

St Helens Borough Council is beginning work to recommission its Integrated Wellbeing Service. This is the Council's main public health prevention offer for residents, bringing together six areas of delivery under a single arrangement. The current arrangement ends on 30 June 2027 and a new contract is expected to commence on 1 July 2027. The service is funded through the Public Health Grant, with some elements supported by additional time limited grant funding. The indicative annual value is in the region of PS1.9m. The previous contract was awarded with an annual value of PS1.99m. All figures are indicative and the final value and scope are subject to confirmation. Some grant funded elements are subject to continuation decisions and may or may not form part of the new contract. The Council has made no decisions about how the new arrangement will be structured. In particular we want to understand whether providers would bid for the whole service, for individual service areas, or in partnership with others. That will inform whether the Council procures a single integrated contract, an overarching contract with separate lots, or separate contracts. We are interested in hearing from organisations of all types and sizes, including NHS bodies, private providers, social enterprises, and voluntary, community, faith and social enterprise organisations. We are equally interested in hearing from organisations that could deliver only one element of the service. We would like to take the opportunity to do some 'soft market testing' as outlined below, to determine current interest levels in the market.
