## Summary

NHS South Yorkshire Integrated Care Board commissioned a GP locally commissioned services contract for Tramways and Middlewood Medical Centre. The service is intended to enhance and operate alongside the provider’s existing GP Framework contract, rather than as a standalone service. It covers general-practitioner services, classified under CPV 85121100, delivered in Sheffield. The requirement is an existing service delivered by an existing provider, with the LCS provision interdependent with the GP Framework. The selected supplier is Tramways and Middlewood Medical Centre, a Sheffield-based SME. The commissioning organisation is NHS South Yorkshire Integrated Care Board, also based in Sheffield. This is therefore relevant to GP practices and primary care providers able to deliver locally commissioned services as part of, or alongside, an NHS GP Framework arrangement.

The procurement has been awarded and the contract is recorded as active. NHS South Yorkshire Integrated Care Board used direct award process A under the Health Care Services (Provider Selection Regime) Regulations 2023, through a limited procedure without prior publication of a competition notice. The award decision was made by the Portfolio Lead – Transformation & Delivery (Contracting), with no conflicts of interest identified. Tramways and Middlewood Medical Centre was the sole recorded bidder and selected supplier. The contract period is 1 April 2026 to 31 March 2027, and it was signed on 1 April 2026. Payment is activity-based at local prices; the overall contract value was described as unknown. The recorded contract value is £1 GBP. Evaluation was based entirely on quality, with cost weighted at zero.

This award shows demand for locally commissioned GP services that complement an existing GP Framework and depend on the two arrangements being delivered together. A credible competitor for this requirement would need to be an established GP or primary care provider with the contractual position and operational capacity to deliver the framework-linked service, rather than a general healthcare supplier offering a standalone service. Relevant capability includes routine GP service delivery, management of activity-based provision, and the ability to work to locally determined prices and NHS service specifications. The selected supplier is an SME, indicating that delivery at this scale can suit an appropriately established smaller provider. Strong evidence of service quality would be central, since quality was the sole award criterion.

### Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.

### Procurement Information
