## Summary

Caerphilly County Borough Council is acting for the Welsh Collaborative Food Group to establish a multi-supplier open framework for food, beverages and associated products. It is intended for local authorities, schools, education establishments, social care settings and other eligible public sector bodies across Wales. The scope includes ambient, chilled and frozen foods; fruit and vegetables; meat, fish and dairy products; bakery goods; beverages; snacks; vending products; oils and fats; grain-mill products; and non-food catering items. The framework is planned to use geographical areas and product categories to accommodate national, regional and local suppliers, including SMEs. Deliveries will be made throughout Wales, with participating organisations using the framework as a compliant and flexible route to market.

This procurement is at the planning stage: the councils have announced an intention to establish the framework, but it is not an invitation to tender. The expected procedure is a competitive flexible procedure for an above-threshold goods procurement, using a multi-supplier framework agreement. One planned lot is currently described, covering the framework scope, with participation marked as suitable for SMEs and voluntary, community or social enterprises. The framework is expected to operate as an open framework, allowing suppliers to apply during later opening rounds. The indicative next notice date is 1 March 2027. The planned contract period is 1 April 2028 to 31 March 2032, with a possible extension to 31 March 2036. The estimated value is £500,000,000 excluding VAT, or £599,999,999.97 including VAT.

This will suit food manufacturers, wholesalers, distributors, specialist producers and catering suppliers able to serve public-sector customers in Wales. The planned geographical and product-category structure may suit national businesses as well as regional and local suppliers, including smaller firms and social enterprises. Suppliers should prepare to demonstrate compliance with food-safety legislation and appropriate food-hygiene standards, together with effective traceability and allergen-management arrangements. The buyer also identifies sustainability, ethical sourcing and resilient supply chains as requirements. Capability across one or more relevant product areas may be relevant, including meat, fish, fruit and vegetables, dairy, bakery, beverages, ambient, chilled or frozen goods, snacks, vending products and catering-related items. Businesses should prepare for future admission rounds rather than seek to bid at this planning stage.

## Notice

Caerphilly County Borough Council, acting on behalf of the Welsh Collaborative Food Group, intends to establish a multi-supplier open framework agreement for the provision of food, beverages and associated products to public sector bodies throughout Wales. The framework is being developed to provide a compliant and flexible route to market for a wide range of participating organisations, including local authorities, schools, education establishments, social care settings and other eligible public sector bodies. The proposed framework will be structured using a combination of geographical areas and product categories to support participation from national, regional and local suppliers, including SMEs. The intention is to create a competitive marketplace that supports resilient supply chains, increased supplier choice, simplified procurement processes and opportunities for Welsh businesses. The framework is expected to cover a broad range of food and associated products, including ambient goods, chilled products, frozen foods, fruit and vegetables, meat products, dairy products, bakery goods, beverages, snacks, vending products and non-food catering related items. Suppliers appointed to the framework will be required to demonstrate compliance with food safety legislation and maintain appropriate standards relating to food hygiene, traceability, allergen management, sustainability, ethical sourcing and supply chain resilience. The framework is anticipated to operate as an open framework in accordance with the Procurement Act 2023, providing opportunities for suppliers to apply for admission during subsequent opening rounds.
