## Summary

University Hospital Southampton NHS Foundation Trust procured outsourced radiology reporting, also known as teleradiology, covering routine, elective and emergency imaging services. The process used a limited competitive framework procedure without prior publication of a call for competition. Evaluation weighted quality at 40% and cost at 60%. Ten bids were received for Lots 1 and 2, and nine for Lot 3.

This award demonstrates substantial, recurring demand from a major NHS trust for outsourced radiology reporting across urgent, rapid-turnaround, routine and subspecialist work. A credible future competitor would need the clinical capability and operational capacity to deliver remote reporting reliably across these distinct service levels, including out-of-hours and emergency demand. The requirement also indicates that buyers will distinguish between turnaround commitments and specialist reporting coverage, so providers should be able to evidence performance against clearly defined reporting times and maintain sufficient radiologist availability. The competitive route was a framework-based provider selection process, and the evaluation placed greater weight on cost than quality. ### Procurement Information

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 25th September 2026. Representations can only be made by providers party to the framework agreement. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.
