## Summary

Shropshire Council is exploring a future highways asset management system to support management of its highways portfolio. The requirement is for a software and information systems service, including associated information technology consultancy, software development, internet and support services. The system would support the Council’s highways asset management activities across Shropshire, with delivery in the United Kingdom. This is a service requirement rather than a construction or routine highways works contract. Suppliers with relevant highways asset management platforms, supporting digital services or the ability to configure and integrate software for a public-sector highways portfolio may be relevant. The Council is using this exercise to understand what the market can deliver before deciding on a potential procurement.

This procurement is at the planning stage and is currently preliminary market engagement, not an invitation to tender. Shropshire Council expects a future contract covering one lot, with an indicative term from 30 September 2027 to 29 September 2032. The stated gross estimated value is £1.8 million. The Council has scheduled an engagement milestone for 1 December 2026: organisations wishing to participate in the preliminary engagement are expected to register their interest by contacting the Council, after which they will be contacted about further engagement activity. The Council has not set out a tender procedure, submission method or award criteria at this stage. The process is above the relevant threshold, and any future competition will follow a later procurement decision.

This engagement is likely to suit suppliers with an established highways asset management system or the capability to develop, configure and support one for a local authority. Relevant strengths include managing highways portfolio data, delivering software and information systems, integrating platforms with existing council technology, and providing implementation, consultancy, maintenance and user support. It may also suit technology providers able to demonstrate reliable service delivery across a substantial public-sector environment and to work with the Council to shape a future specification. The immediate value for suppliers is the chance to explain their product capabilities, delivery model and experience during the preliminary engagement, helping the Council understand the available market before a future procurement is designed.

## Notice

Shropshire Council (the Authority) is undertaking a preliminary market engagement in advance of a potential future procurement for a Highways Asset Management System. The Authority is seeking to understand the capability of the market to deliver a solution to support the management of its Highways portfolio.

### Planning Information

Organisations wishing to express an interest in this opportunity are invited to contact Dave.Sage@shropshire.gov.uk
to register their interest in participating. Organisations registering will then be contacted around further PME arrangements/activity during the preliminary engagement period.
