The sites were formerly occupied by B-listed tenement blocks lost to fires in 2019 and 2020. The requirement covers a shared design vision for both sites, beginning with an anonymous diagrammatic concept and potentially progressing to a full planning application for one or both sites. The work is architectural and design consultancy services, including architectural, engineering and planning input. The council may subsequently appoint the contest winner for design services, subject to approvals and site acquisition. This procurement has reached tender: Glasgow City Council invited offers through a selective restricted procedure, with electronic submission. It is a two-stage design contest. Stage 1 submissions are due by 12:00 on 16 October 2026. The highest-ranked six participants will be asked to complete a selection questionnaire; the highest-ranked three that pass will proceed to Stage 2. A binding jury will assess anonymous submissions for design quality and innovation, heritage sensitivity, sustainability, community benefit and deliverability; Stage 2 also includes a cost plan. Each participant reaching Stage 2 may receive up to £10,000 including VAT, paid after a valid submission and invoice. The winner may receive a follow-up design services contract through a negotiated procedure without prior publication. This suits architectural practices and multidisciplinary design teams able to develop a strong concept for heritage-sensitive urban sites and carry it through to coordinated design and planning work. The lead architect must be registered with the Architects Registration Board, and teams must accurately declare that status. Participants must be prepared to obtain employers’ liability, public liability, products liability and professional indemnity insurance at the levels required for any resulting design services contract. The council requires transfer of title to existing and future intellectual property rights. Organisations progressing to financial vetting must demonstrate positive pre-tax trading performance over three years, positive net worth and no insolvency process; sole traders and partnerships must provide documentary evidence. Capability in conservation, sustainability, community-focused design, cost planning and deliverability will be important. ## Notice Glasgow City Council (GCC) is initiating a landmark architectural design contest to redevelop two prominent gap sites at Albert Cross, situated within the historic East Pollokshields Conservation Area. These sites were formerly occupied by B-listed tenement blocks, which were tragically lost to fires in 2019 and 2020. The Design Contest is a call for architects to submit design proposals for both sites as part shared vision for the cross. The contest will be run as a 2 stage process, commencing with the submission of an initial diagrammatic conceptual design which will be judged anonymously by the judging panel. From this a shortlist of 3 entrants will be invited to develop their ideas further to the Stage 2 submission with Cost Plan and named design team, from which an outright winner will then be selected. The depth and complexity of the Stage 2 submission information included should be in line with RIBA Plan of Work 2020 for an "early" Stage 3: Spatial Coordination (or for an "advanced" Stage 2: Concept Design) It is envisaged that, subject to approvals and acquisition of the sites, the winner may be awarded a Design Services Contract to further their design proposal into a full planning application for one or both sites, at Council's sole discretion.
