## Summary

The London Borough of Croydon is commissioning health and social care services through its Best Start in Life Family Hubs Programme. The work supports children, young people and families across Croydon, from conception to age 19, or age 25 for young people with special educational needs and disabilities. Ten specialist services are covered: online parenting courses; support for expectant fathers; child development and antenatal parental training; peer and maternity support; parental mental health and wellbeing; singing and breathing groups; trauma-informed baby training; and an interactive infant feeding app. The programme aims to improve child development, school readiness, parental wellbeing, family resilience and early intervention through accessible, integrated, community-based support delivered with Family Hubs and local partners.

The procurement has reached tender: the Council invited offers through an open procedure under the Procurement Act 2023, with electronic submission permitted in English. It is divided into ten lots, each intended for one supplier; suppliers may bid for multiple lots but can receive no more than three. The estimated total value is approximately £905,522 excluding VAT. Contracts are scheduled to run from 1 January 2027 to 31 March 2029. The tender submission deadline set by the Council is 15 October 2026 at 12:00, with the award decision period ending on 15 December 2026 at 23:59. Each lot is evaluated on price at 30%, quality at 60% and social value at 10%. Economic and technical selection criteria apply.

This opportunity suits specialist family support, parenting, maternal wellbeing, early years, community health and digital service providers. Relevant organisations may include training providers, mental health and peer-support services, maternity and infant-care organisations, community groups, social enterprises and technology companies able to develop or operate an infant-feeding app. Providers should be able to demonstrate evidence-based practice, appropriate technical and economic capacity, and experience delivering services for children, parents and families. The Council is seeking accessible and inclusive approaches, strong community engagement and measurable social value. Successful suppliers will need to work collaboratively with Family Hubs, health partners, children’s services and community organisations to provide integrated borough-wide support.
