## Summary

Northern Trains Limited is planning to procure outline design and feasibility services for a facility to support maintenance of its Class 195 train fleet at Neville Hill. The work will assess how the facility can be provided and will cover operational constraints, electrified roads, depot movement control, material and personnel access, lighting and other supporting works. A feasibility assessment and options appraisal will be produced for each element, allowing Northern stakeholders to select the preferred single option for progression to design stage. This is a services procurement, covering design and feasibility study work (CPV 22314000 and 79314000), delivered at the Neville Hill depot. The project sits within the utilities regime and is being led by Northern Trains Limited.

This procurement is at the planning stage: Northern has stated its intention to procure, but this is not an invitation to tender. The expected procedure and procurement method have not yet been set out. The buyer expects the tender to be released on 12 October 2026. Before then, it plans a supplier workshop through Teams on 25 September 2026 at 2pm, covering the draft scope, tender and contract timetable, and anticipated project duration. The estimated value is £2,100,000 excluding VAT, or £2,520,000 including VAT. There is one planned lot, with an indicative contract period from 23 March 2027 to 31 December 2027. The lot is marked as suitable for small and medium-sized enterprises.

The planned work is likely to suit firms with experience in rail fleet maintenance facilities, depot infrastructure and outline design, particularly those able to combine engineering feasibility with operational and access planning. Relevant capability includes assessing electrified roads, train and vehicle movements, material and staff access, lighting and associated supporting works, while accounting for the constraints of an operating depot. Suppliers should be able to develop and compare options across several elements, carry out feasibility assessments, and present a clear recommendation for a single option to progress into detailed design. The scope should interest multidisciplinary rail engineering consultancies, infrastructure designers and specialist firms able to work with train operators and other rail stakeholders. The planned single lot is explicitly suitable for SMEs, suggesting smaller specialist businesses may prepare to participate, alone or through a suitable delivery team.

## Notice

A workshop will take place via teams on 25th September 2026 at 2pm to engage with suppliers on the upcoming Neville Hill 195 Heavy Maintenance Outline Designs Tender scheduled to release on 12th October 2026.
