## Summary

The London Borough of Lewisham is planning a consultant-led managed service for housing disrepair works and case management. The provider will help address social-h landlord responsibilities by surveying and diagnosing disrepair, managing cases, liaising with residents, producing work specifications, managing works contracts and working with the Council’s legal service. The service is intended to help reduce a substantial backlog of housing disrepair claims and support compliance with relevant housing and landlord duties, including the Defective Premises Act 1972, the Landlord and Tenant Act 1985, the Homes (Fitness for Human Habitation) Act 2018, the Housing Health and Safety Rating System and Awaab’s Law. Activity will be delivered for Lewisham’s housing service in London. The procurement is for services covering building surveying, repair and maintenance, refurbishment and construction project management.

This procurement is at the planning stage and the Council is carrying out optional preliminary market engagement before formal tendering. It expects to publish the next notice on 26 October 2026. Interested suppliers are asked to submit expressions of interest for engagement by 30 September 2026, with online one-to-one sessions anticipated between 7 and 9 October 2026. The Council expects a single lot, suitable for SMEs, with an indicative contract period from 31 May 2027 to 31 May 2029 and a possible extension to 31 May 2030. The estimated value is £3.8 million excluding VAT, or £4.56 million including VAT. The Council is seeking evidence of supplier capacity, relevant experience and innovation; engagement will not create an advantage in any later procurement.

This will suit a professional services consultancy able to lead delivery, or a consortium led by such a consultant. Contractor-led bids will not be considered for the planned market engagement. The Council is looking for established providers with sufficient financial capacity: participating suppliers must show current turnover exceeding twice the contract value. Strong candidates will have successfully delivered a managed disrepair service for UK-registered housing providers, combining surveying and diagnosis, case management, resident liaison, specification writing, works contract management and liaison with legal teams. Relevant evidence should include at least one, preferably two, contracts delivered within the previous five years, involving case volumes of at least 100 cases per year and demonstrable delivery against these requirements. The opportunity may also suit SMEs with the necessary specialist housing, surveying and programme-management capability.

## Notice

The London Borough of Lewisham is seeking a consultant-led provider, or a consortium led by a professional services consultant, to manage a Disrepair Works & Case Management, Managed Service (DMS). The Council has duties as a social landlord under the Defective Premises Act 1972, section 11 of the Landlord and Tenant Act 1985, the Homes (Fitness for Human Habitation) Act 2018, the Housing Health and Safety Rating System (HHSRS) and Awaab's Law. In June 2025 the Council had just over 1,000 open housing disrepair claims, with approx. 35 new claims per month. Total HRA disrepair-related spend in 2025/26 was circa PS8.5m, including legal fees, tenant compensation and works. Following an options appraisal, Mayor & Cabinet approved the procurement of a DMS as the fastest route to clearing the backlog. The 'enhanced in-house' option was subsequently tested and has stabilised the position (open claims in the 800-850 range since April 2026), but a sizeable backlog remains. The Council is engaging the market to gauge supplier capacity, experience and innovation ahead of formal tendering for a DMS supplier.

The Council is seeking expressions of interest from consultant-led providers, or consortia led by a professional services consultant. Contractor-led bids will not be considered and will not be invited to participate in the 1:1 market engagement sessions.
Suppliers wishing to express their interest in the 1:1 market engagement sessions should respond to the below questions based on prior experience:
a) Evidence of your current turnover - this must exceed two times the contract value to be considered.
b) Have you successfully delivered a disrepair managed service for other UK registered housing providers, encompassing surveying and diagnosis, case management, resident liaison, specification production, works contract management and liaison with the client's legal service?
c) Please provide details of at least one such contract (preferably two) within the last five years where you have handled case volumes of 100 or more per annum and met the criteria as set out in question b

The responses to the above questions will be assessed and those suppliers deemed to be of the relevant size and experience will be invited to follow-up 1:1 sessions.
The online 1:1 sessions will be arranged via the messaging function in the e-tendering portal and are anticipated to be held between 7th and 9th October 2026.
