## Summary

The Police and Crime Commissioner for Nottinghamshire is planning a fleet electrification infrastructure programme for more than 600 police vehicles based at locations across Nottinghamshire. The work is intended to support operational and non-operational policing functions, reduce carbon emissions, improve air quality and enable the transition towards a predominantly zero-emission fleet. The expected scope includes electrical capacity assessments, electricity network upgrades, electric vehicle charging infrastructure, energy management systems, load balancing, renewable energy integration, battery storage, software platforms, and operation and maintenance. It is a works-led requirement with associated engineering, design, feasibility, cost management, project supervision and fleet management services. Suppliers may need to provide an integrated solution spanning electrical installation, energy systems, charging technology and fleet transition planning.

This procurement is at the planning stage and is currently a pre-market engagement exercise, using a request for information to help develop the future specification. The buyer expects a subsequent notice on 1 December 2026. The engagement milestone is scheduled for 9 October 2026, with participation requiring registration on the Atamis Portal to access the engagement documentation. The planned contract period is from 1 February 2027 to 31 January 2029, with a possible extension to 31 January 2030; renewal is intended. The future procurement is expected to cover one lot. The engagement is intended to gather market views on available solutions, technologies, delivery models, innovations, best practice and lessons from comparable projects. It is not an invitation to tender at this stage.

This will suit suppliers able to combine infrastructure assessment, electrical design and installation with electric vehicle charging, energy management and fleet transition expertise. Relevant businesses may include electrical engineering contractors, charging infrastructure providers, energy technology integrators, renewable energy and battery storage specialists, software suppliers, fleet management companies, engineering consultancies and firms experienced in complex public-sector estates. The buyer is seeking practical insight into technologies, delivery models, innovations, operational arrangements and ongoing maintenance, so suppliers with experience taking large or distributed vehicle fleets through electrification will be well placed to contribute. Capability across high-, medium- and low-voltage installations, network capacity, load balancing, renewable generation, cost planning, project supervision and systems integration is likely to be valuable when the future requirement reaches the market.

## Notice

Nottinghamshire Police are initiating a Pre-Market Engagement (PME) exercise through a Request for Information (RFI) to inform the development of our specifications for our fleet electrification infrastructure work. Nottinghamshire Police have over 600 vehicles based at numerous locations across Nottinghamshire, which are required to support a diverse range of operational and non-operational policing functions. As part of our commitment to reducing carbon emissions, improving air quality, and preparing for the transition to a predominantly zero-emission fleet as part of the zero-emission vehicle mandate from government, we are seeking to better understand the solutions, technologies, delivery models and innovations currently available within the market. Fleet electrification is expected to involve a programme of works including, but not limited to, electrical capacity assessments, network upgrades, EV charging infrastructure, energy management systems, load balancing solutions, renewable energy integration, battery storage opportunities, software platforms, and ongoing operation and maintenance considerations. Given the scale and complexity of the transition, Nottinghamshire Police are undertaking this engagement to ensure our future procurement approach is informed by current market capability, best practice, emerging technologies, and lessons learned from similar projects.
