## Summary

The London Borough of Camden is commissioning a perinatal mental health community peer support service for Camden residents from pregnancy until their child’s second birthday. It will support people experiencing, or at risk of developing, mild to moderate perinatal mental health difficulties, including anxiety and depression. The service will provide practical and emotional support through trained peer supporters with relevant lived experience, aiming to improve parent and infant wellbeing, reduce social isolation, and build confidence and resilience. It is a health service delivered in accessible community locations close to residents where possible. The scope includes support for fathers as well as mothers, culturally appropriate and bilingual provision where required, and collaboration with health, community and other family services. The procurement is subject to the Provider Selection Regime for healthcare services.

The procurement has reached tender: Camden invited providers to submit offers through an open procedure under the Provider Selection Regime, using electronic submission in English. Tenders must be submitted by 23 October 2026 at 12:00. The proposed contract runs for 48 months, from 1 April 2027 to 31 March 2031. Its estimated total value is £440,000, or £110,000 per year. The single lot will be evaluated on quality and price: Quality and Innovation, Integration, Collaboration and Service Sustainability, and Improving Access, Reducing Health Inequalities and Facilitating Choice each carry 20%; Social Value carries 10%; and price carries 30%. Variants are not permitted.

This opportunity suits an experienced health, community or voluntary-sector provider able to design and deliver person-centred perinatal peer support at community level. The successful organisation will need to recruit, train and provide ongoing support to peer supporters who have relevant lived experience, while maintaining accessible, high-quality provision for parents and infants. Strong partnership working with health, community and other services supporting families during the perinatal period is important. Providers should be able to engage fathers as well as mothers and improve access for Black, Asian and other communities currently underrepresented in services. Capability to provide culturally appropriate and bilingual support where required, reduce isolation, and build parental confidence and resilience will be central to competing for the service.

The London Borough of Camden is seeking to appoint a suitably experienced provider to deliver its Perinatal Mental Health Community Peer Support Service. The service will provide practical and emotional peer support to Camden residents from pregnancy until their child's second birthday who are experiencing, or are at risk of developing, mild to moderate perinatal mental health difficulties, including anxiety and depression. Support will be delivered through trained peer supporters with relevant lived experience, with the service aiming to improve parent and infant wellbeing, reduce social isolation and strengthen parents' confidence and resilience. The new service will be expected to: - provide accessible, high-quality and person-centred peer support from pregnancy through to the child's second birthday; - engage and support fathers as well as mothers; - recruit, train and provide appropriate ongoing support to peer supporters with lived experience; - strengthen engagement with Black, Asian and other communities currently underrepresented in services; - provide culturally appropriate and bilingual support where required; - work collaboratively with health, community and other services supporting families during the perinatal period; and - deliver support in accessible community locations close to where Camden residents live wherever possible. The Council is undertaking a competitive process in accordance with the Provider Selection Regime (PSR) to identify the most suitable provider to deliver the service. The proposed contract will be for a period of 48 months from 1 April 2027 to 31 March 2031, with an estimated total contract value of PS440,000 (PS110,000 per annum).
