## Summary

The Police and Crime Commissioner for Nottinghamshire is exploring a fleet electrification infrastructure programme for more than 600 police vehicles operating from multiple locations across Nottinghamshire. The work is intended to support a transition towards a predominantly zero-emission fleet, while reducing carbon emissions and improving air quality. The anticipated scope includes electrical capacity assessments, network upgrades, electric vehicle charging infrastructure, energy management systems, load balancing, renewable energy integration, battery storage, software platforms, and ongoing operation and maintenance. It may also involve fleet management, feasibility studies, advisory services, transport systems consultancy and electrical installation works. This is a works-led requirement with associated engineering, technology, consultancy and fleet-management services.

The procurement is at the planning stage and the buyer is conducting pre-market engagement through a request for information to shape the future specification and procurement approach. This is not an invitation to tender. The buyer expects a subsequent notice around 1 December 2026. The engagement milestone is scheduled for 9 October 2026, and suppliers will need to register through the buyer’s Atamis portal to access the pre-market engagement material. The planned contract period is 1 February 2027 to 31 January 2029, with a renewal option extending the maximum period to 31 January 2030. The process is structured as one planned lot covering the fleet electrification infrastructure programme.

This engagement will suit suppliers able to contribute to large, complex fleet-decarbonisation programmes before formal competition begins. Relevant capabilities include electrical network and capacity assessment, design and installation of EV charging infrastructure, energy management, load balancing, renewable generation, battery storage and supporting software. Suppliers with experience operating and maintaining charging estates, managing vehicle fleets, or delivering integrated energy and transport systems should be well placed to provide useful market intelligence. The buyer is particularly seeking evidence of available solutions, technologies, delivery models, innovation, best practice and lessons from comparable projects. Engineering contractors, charge-point and energy-technology providers, systems integrators, fleet specialists, consultants and credible delivery partnerships may all find the engagement relevant.

## Notice

Nottinghamshire Police are initiating a Pre-Market Engagement (PME) exercise through a Request for Information (RFI) to inform the development of our specifications for our fleet electrification infrastructure work. Nottinghamshire Police have over 600 vehicles based at numerous locations across Nottinghamshire, which are required to support a diverse range of operational and non-operational policing functions. As part of our commitment to reducing carbon emissions, improving air quality, and preparing for the transition to a predominantly zero-emission fleet as part of the zero-emission vehicle mandate from government, we are seeking to better understand the solutions, technologies, delivery models and innovations currently available within the market. Fleet electrification is expected to involve a programme of works including, but not limited to, electrical capacity assessments, network upgrades, EV charging infrastructure, energy management systems, load balancing solutions, renewable energy integration, battery storage opportunities, software platforms, and ongoing operation and maintenance considerations. Given the scale and complexity of the transition, Nottinghamshire Police are undertaking this engagement to ensure our future procurement approach is informed by current market capability, best practice, emerging technologies, and lessons learned from similar projects.
