            "features": "PROCUREMENT PROCESS The procurement process will follow the competitive flexible procedure in accordance with the Act. The process consists of a two-stage procedure. Each stage of the process is summarised below. Stage 1 - Invitation to Participate Stage 1 commenced with the issuing of a Tender Notice and the publication of the ITP. The ITP included a procurement specific questionnaire (PSQ) which all Bidders were required to complete and return in accordance with the Procurement Timetable and instructions within the ITP. The ITP responses will then be evaluated by the Authority. Further details of the selection criteria and process that will be followed to determine the shortlist of Bidders is set out at Paragraph of the ITP document. Following evaluation of the responses to the PSQ, provided there are sufficient suitable Bidders based the PSQ evaluation, the Authority intends to invite the top 5 scoring Bidders to participate in the next stage of the Procurement. Bidders who were successfully shortlisted in Stage 2 were invited to participate in Stage 2. Bidders should note that the Authority reserves the right to re-assess any response to the PSQ, in light of any new relevant information that comes to the Authority's attention. Please refer to the Procurement Terms and Conditions set out in Schedule 1 of the Tender Documents. Stage 2 - Invitation to Submit Tenders (ITT) Stage 2 will commence with the issuing of a letter inviting Bidders that have been successfully shortlisted at Stage 2 to submit their Tenders. The ITT document sets out the confirmed evaluation criteria, evaluation methodology and any other details regarding this stage of the procurement. Shortlisted Bidders will be required to undertake an accompanied site visit with a representative of the Authority which may help to inform their answers to Technical Area 2. It is suggested that this includes the proposed Lead Designer, Landscape Architect and Project Manager, at a minimum. Details of dates and times for the site visit will be notified to Bidders via the E-Portal at ITT stage. While the Authority will endeavour to accommodate a Shortlisted Bidder's reasonable request to reschedule the date and time of its Site Visit, it reserves the right in its absolute discretion to exclude any Shortlisted Bidder who fails to attend its scheduled Site Visit. Any Shortlisted Bidder excluded on this basis will not be entitled to participate further in the procurement and, for the avoidance of doubt, it will not be invited to interview nor will any written tender submissions be evaluated. Following the site visit stage, shortlisted Bidders will be invited to an interview during which each Bidder will be required to make a presentation to the Authority and to answer a number of preset questions. Further information on the Interview can be found in Schedule 6 of the Tender Documents. The presentation element of the interview consists of providing an overview of the Bidder's proposals and will not be scored. Following the presentation, the Bidders will be asked to respond to a number of questions which will have been provided to them in advance. The answers to these questions will be scored according to the Scoring Methodology. It is anticipated that Tenders and Bidder's responses to the interview questions will be evaluated in accordance with the requirements and evaluation criteria set out in Paragraphs 5 to 9 of the ITT. Tenders must be submitted in accordance with the timetable and instructions set out in Paragraph 3.4 and any additional information provided. After the deadline for submission of Tenders, the Authority will reconsider, in respect of each Bidder that submitted a Tender, whether the Bidder or any related persons within its corporate group, Associated Persons relied on to meet the conditions of participation, or proposed sub-contractors, are Excluded or Excludable Suppliers and will consider whether to disregard the Tender submitted in accordance with its obligations under the Act. If the Bidder is an Excluded or Excludable Supplier only by virtue of an associated person or proposed sub-contractor, the Authority will notify the Bidder of its intention to disregard its tender and provide the Bidder with a reasonable opportunity to replace the Associated Person or sub-contractor. If as a consequence of this process the Authority disregards a tender from an Excluded or Excludable Supplier, or is aware of an Associated Person or sub-contractor having been replaced, it will give notice of this fact within 30 days of its decision to the Procurement Review Unit (PRU). Stage 2B - Evaluation of Tenders The Authority will assess all Tenders in order to identify the Bidder which has submitted the most advantageous tender in accordance with the assessment methodology and award criteria set out in the Tender Notice and described in the ITT. In carrying out this assessment, the Authority will disregard any tender from a Bidder that does not satisfy the conditions of participation. The Authority may also disregard a tender: from a Bidder that is not a United Kingdom supplier or a treaty state supplier (as defined in the Act) or that intends to sub-contract the performance of all or part of the Contract to a supplier that is not a United Kingdom supplier or a treaty state supplier (as defined in the Act); or if the tender breaches a procedural requirement set out in the Tender Notice or associated tender documents; or if the tender offers a price that the Authority considers to be abnormally low for the performance of the Contract. Where the Authority considers that a price offered by a Bidder in its tender is abnormally low, the Authority will notify the Bidder and give the Bidder a reasonable opportunity to demonstrate that it will be able to perform the contract for the price offered. The Authority will only disregard the tender if the Bidder cannot satisfactorily demonstrate that it will be able to perform the Contract for the price offered. Once the assessment has concluded, the Authority will provide an assessment summary to all Bidders that submitted Tenders to: inform them whether they have been successful in being awarded the Contract; provide an explanation of the assessment of the Bidder's tender against the relevant award criteria, in accordance with the requirements of the Act; and where different to the Bidder concerned, provide information in respect of the most advantageous tender submitted, including details of the assessment of this tender against the relevant award criteria and the successful Bidder's name. Once the assessment summaries have been provided to the Bidders that submitted Tenders, the Authority will also publish a Contract Award Notice on the Central Digital Platform to commence the mandatory standstill period. Stage 3 - Contract Award Following the successful conclusion of the standstill period, the Authority expects to enter into the Contract with the Successful Bidder and it will then publish a Contract Details Notice on the Central Digital Platform (within 30 days of the date on which the Contract is entered into)."
