## Summary

Tameside Metropolitan Borough Council is planning a children’s and young people’s sleep service. The service is intended to support children and young people with sleep-related needs, under the welfare services category. It will be delivered for the council’s population, with the buying organisation supported by Star Procurement, which is managing the procurement process. The planned requirement is arranged as a single lot and falls under the light-touch regime for public services. This is a service contract rather than a supply or construction requirement, so relevant providers are organisations able to design and deliver specialist sleep support for children and young people, working with families and other services as required by the eventual specification.

The process is at the planning stage and is currently a soft market testing exercise, rather than an invitation to tender. The council is asking providers to complete and submit a Soft Market Testing document to help shape its understanding of the market and the future requirement. The engagement is expected to close on 2 October 2026. The council’s current expectation is for one contract covering the service from 1 April 2027 to 31 March 2029. The planned procurement is for services under the light-touch regime. The market engagement document is associated with project reference DN 829806. Providers should treat the dates as indicative planning information and use the exercise to inform the council before the procurement reaches the market.

This will suit providers with established expertise in sleep services for children and young people, including organisations able to assess sleep difficulties, advise families and deliver practical interventions. Experience of providing welfare or specialist support services to children and young people will be relevant, along with the ability to work safely with children, families and partner professionals. The council has identified the requirement as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so organisations of those types should consider contributing to the market testing. Providers can use the exercise to explain their service model, workforce capability, safeguarding arrangements, relevant experience and any delivery issues that should inform the eventual specification.

## Notice

We would like to invite providers to participate in our Soft Market Testing exercise for the provision of Sleep Services. Further information can be found in the Soft Market Testing document, which has been uploaded to the Chest (Project Reference No-DN 829806).

### Planning Information

At this stage, we will only be asking providers to complete and submit a Soft Market Testing document.
