## Summary

Framework Housing Association is procuring insurance and related services for property, legal liability and other general non-life risks across the UK. The requirement is divided into seven lots: general property and liability risks; motor vehicle risks, potentially including motor legal expenses and occasional business use; medical malpractice; cyber; terrorism covered through Pool Re; terrorism or political violence outside Pool Re; and directors’ and officers’ liability. Services may include insurance placement, brokerage, claims adjustment, risk management and the provision of policies suited to the Association’s needs. The general insurance scope includes property damage, business interruption, employers’ and public liability, professional indemnity, crime, employment practices liability and other associated covers. Framework Housing Association is the buyer, with Gibbs Laidler Consulting LLP managing the procurement on its behalf.

This opportunity suits insurers, insurance brokers, managing agents and claims specialists able to design and deliver several forms of commercial and specialist cover for a housing association. Bidders may compete for individual areas, including property and liability, motor fleet, medical malpractice, cyber, terrorism, political violence and directors’ and officers’ liability. The requirement favours firms with strong underwriting, broking, policy design, claims handling and risk-management capability, together with the capacity to coordinate a broad insurance programme and respond through successive bid stages. Proposed insurers or risk carriers must have financial strength demonstrated by at least a BBB rating from Standard & Poor’s, B++ from A M Best, or an equivalent rating from an independent reputable agency. Ratings below A- require disclosure and acceptance of the relevant market security committee report and recommendation.

A programme of General (non-life) insurance and related services for Framework Housing Association. The programme will require Insurance and related services for risks that may include but not be limited to: property damage and business interruption, employers, public, products and property owners liability, business combined/office, money, all risks, computer, contract works, group personal accident, professional indemnity, fidelity guarantee/crime, employment practices liability. This list is to be decided at the sole discretion of Framework Housing Association.

Renewal: Framework Housing Association will consider entering into Long Term Agreements with the bidder and/or the bidder's proposed Risk carriers for 3 years (or 3 periods of insurance), with the option to extend the award period by up to 2 further years (or 2 periods of insurance), subject to satisfactory service, performance and cost.

Insurance and Related Services for Motor Vehicle Risk (possibly including Motor Legal Expenses and Occasional Business Use) for Framework Housing Association

Insurance and related services associated with Motor Fleet for Framework Housing Association. Bidders will be expected to provide cover of items such as but not limited to Motor Legal Expenses, Uninsured Loss Recovery, and OBU Extension.

Renewal: Framework Housing Association will consider entering into Long Term Agreements with the bidder and/or the bidder's proposed Risk carriers for 3 years (or 3 periods of insurance), with the option to extend the award period by up to 2 further years (or 2 periods of insurance), subject to satisfactory service, performance and cost.

Insurance and Related Services Associated with Medical Malpractice, as required by Framework Housing Association

Bidders will be expected provide a programme that robustly applies to the services Framework Housing Association provides.
