## Summary

The London Borough of Hackney intends to commission a Housing First service for single homeless young people and Hackney care leavers aged 18 to 25. Strong candidates are likely to understand intensive, personalised support for people with severe and multiple needs, including mental ill health, substance misuse, trauma, domestic abuse, and risks of criminal or sexual exploitation. Relevant capability includes securing or sustaining independent accommodation, supporting people who have struggled in traditional supported housing, and enabling rapid rehousing when housing is lost. Providers should be able to deliver a choice-led, autonomy-respecting service for young adults and care leavers. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, including specialist partnership-based providers.

### Planning Information

The London Borough of Hackney is seeking to commission a provider to deliver Hackney’s Housing First Programme for Young People aged 18-25. This programme is funded through a grant from the Department of Levelling Up, Housing & Communities for the Single Homeless Accommodation Programme. London Borough of Hackney has secured a further 2 years grant funding for this service from April 1st 2027 to March 2029.
Ahead of this procurement, a virtual Market Engagement session will be held on Tuesday 29th September 2026 1:00-2:30pm on the Google Meets Platform.
Housing First is a global strategy that provides permanent housing without preconditions to people experiencing homelessness. Successfully utilised across the UK and internationally, it supports society’s most vulnerable individuals with complex and multiple needs to live in their own homes.
The model pairs a stable, independent home with intensive, personalised support. As a choice-led approach, Housing First respects individual autonomy and self-determination, whilst ensuring people are rapidly rehoused in instances of housing loss.
The London Borough of Hackney is seeking to commission a provider with extensive experience in delivering Housing First models across the UK. We are particularly keen to receive bids from organisations that have successfully implemented Housing First for Youth models.

We encourage interested providers to complete a survey prior to attending the event, as this will help us in understanding the market's capacity, experience and expertise. This will also be valuable in helping us shape the tender process to make it easier for all interested parties to apply. 
The deadline for registering to participate in the event is Monday 28th September 2026 at midday. Requests received after this date may not be considered. 
Invitations to providers who have expressed an interest in attending the event prior to the deadline for registration will be sent after the deadline for registration closes.
