## Summary

London Borough of Hillingdon procured resettlement support services for refugees and other vulnerable people settling in accommodation and building wellbeing. The service covers registration with local GP surgeries and other health services, registering children with education, and support towards employment or education. It also includes benefits, income and budgeting advice to improve financial sustainability; helping non-English-speaking adults enrol in English for Speakers of Other Languages (ESOL); and practical community orientation covering local transport, shopping and leisure facilities. The provider must network effectively, understand available support for complex and vulnerable needs, and refer people to community-based services. This is a public service delivered for Hillingdon, with the buyer based in Uxbridge. The procurement is categorised as health and social work services.

The procurement is complete and was directly awarded to Trinity Homeless Projects, a small or medium-sized enterprise, with the award dated 17 September 2026. The awarded value is £240,000 gross. The contract period runs from 17 September 2026 to 16 September 2028, with an option to extend for one further year, up to 16 September 2029. The council used a direct award because it considered the supplier’s trained refugee support workers a technically exclusive capability with no reasonable alternative, and cited extreme and unavoidable urgency linked to internal resourcing challenges and government resettlement obligations. The award is recorded as pending, with contract signature scheduled for 17 September 2026. There was one completed lot, deemed suitable for SMEs.

This requirement demonstrates demand for specialist resettlement and integration support within a local authority setting. A credible future competitor would need trained support workers able to work with refugees and people with vulnerable or complex needs, including safeguarding awareness and the ability to maintain continuity of support. Relevant capability includes navigating health, education, employment, benefits, income and budgeting services, as well as helping non-English-speaking adults access ESOL. Providers would also need strong local knowledge of transport, shopping, leisure and community resources, established networks with voluntary and community services, and reliable referral arrangements. The work suits organisations that can combine practical settlement support with wellbeing improvement, build trust with families and individuals, and demonstrate sufficient operational capacity to meet government resettlement obligations.

## Notice

The Resettlement Support Provision will help support people to settle / remain settled in their accommodation and general improved wellbeing. The focus areas are to ensure people are registered with a local GP surgery and other health services, ensure that children are registered with education, support people with steps to gain employment or education, support with financial sustainability - benefits/income and budgeting, support non-English speaking adults to enrol for ESOL (English for Speakers of Other Languages); community orientation is important which includes the local transportation systems, shopping and leisure facilities. The Provider will be required to network and have knowledge of available support for often vulnerable and complex people's needs as well as will make referrals to community-based support services available

### Procurement Information

Based on the criteria set out under Schedule 5, the direct award would fall under; The goods, services or works can only be supplied by a particular supplier i.e. where competition is absent for technical reasons or due to the supplier having intellectual property or other exclusive rights and only a particular supplier can supply the goods, services or works and there is no reasonable alternative. The supplier provides full-time support workers who are trained to support refugees. Extreme and unavoidable urgency - Increased internal resourcing challenges have contributed to the Direct Award decision, as well as ensuring the Council continues to meet its obligations under the Government resettlement schemes and associated grant conditions. Without a commissioned provision in place, to enable individuals and families to integrate successfully, could lead to increased risk of poor outcomes, including tenancy failure, unemployment, and reduced wellbeing. In addition, for those vulnerable individuals and families already engaged in the programme could lead to increased risks of homelessness, social isolation, and safeguarding concerns.
