        "description": "Phoenix is seeking to commence a meter replacement programme for Industrial & Commercial meter installations and is looking to appoint Supplier(s) who can supply rotary positive displacement (RPD) and/ or turbine meters in support of this specific asset work. The initial contract period shall be four consecutive calendar years with an optional extension period, at Phoenix discretion, for a further four years. Whilst there is no guarantee of any minimum nor maximum workload, the estimated total number of meters required during the initial four-year period (2027 - 2031) is expected to be approximately 205 units of which 197 are RPD meters and 8 are turbine meters. Should an extension period be invoked, then the estimated number of meter replacements for the four-year extension period shall be expected to be approximately 86 RPD meters and 13 turbine meters. RPD variants are required in the flow range 65m3/hr to 400m3/hr (G40 to G250) and turbine variants in the flow range 650m3/hr to 4000m3/hr (G400 to G2500). Meters shall be approved under the Measuring Instruments Directive (2014/32/EU) and will display / register the quantity of gas passed in m3 (cubic metres). Meters are required to be delivered to the Greater Belfast area of Northern Ireland. g) Meters shall be compliant with the Pressure Equipment Directive (2014/68/EU). h) Meters shall be suitable for use in Zone 1 hazardous areas and approved under the ATEX Directive (2014/34/EU) as applicable.",

                "description": "The purpose of this initial tender exercise is to eventually appoint suitably experienced Suppliers based upon agreed terms, specification and rates. Subsequent rate adjustments shall be carried out in the form of a mini tender competition between those Suppliers who were awarded a Framework Agreement following the initial tender process. Each Supplier will be issued with revised Schedules on an annual basis (or alternative frequency if operational demands deem more appropriate) and the revised prices received will, if accepted, be recorded by way of a Contract Variation. As per the initial submission, subsequent rates received as a result of each annual, or otherwise, mini competition will remain fixed for a minimum twelve-month period and not be subject to any inflationary increases. Rates received through each the mini competition will be subject to negotiation and so Suppliers may be required to demonstrate the methodology behind the rate build up in order to justify any subsequent increase. Such mini competitions shall be held regularly throughout the term of the overall Framework Agreement and shall relate only to pricing in that the terms & conditions along with the Specification shall remain unchanged unless a separate Contract Variation is issued accordingly. The main point being that the Suppliers will be asked to submit pricing details only."
